4 Overview of National Mandatory BWM Program Who: All vessels inbound from outside EEZ What: BWM plan and BWM—4 options –Exchange—empty/refill or 3X flow-through –Retain –Offload to approved facility –Treatment with approved system When: –200 NM from any land –Safe for ship & crew & no detour or delay
