From where CAPS 2 project is coming? SARA – Interregional Center for Food Safety and Risk Analysis“ Program New Adriatic Neighborhood Programme-Cross-Border- Cooperation Between Croatia and Italy- PHARE 2005 CBC/INTERERREG IIIA IT: IZSAM G. Caporale, Teramo; University Bologna; MNE: Institute of Marine Biology- Kotor; HR :Regional Croatian Veterinary Institute- Split CAPS1 - Centre for Aquaculture Production and Safety Phare 2006 – Cross-border Cooperation between Croatia and Italy – PHARE CBC/INTERREG IIIA – New Adriatic NeighbourhoodProgramme IT: IZSAM G. Caporale, Teramo; HR :Regional Croatian Veterinary Institute- Split

CAPS 2 is extending CAPS1 results CAPS2 idea began from CAPS1 Objective of CAPS 1 project was to support Croatian fish and mollusc Farmers in producing and trading fish and mollusc products, through the improvement of the production quality and safety in compliance with EU provisions.

CAPS1: Brochure

The new idea Basically three are the aspects taken into consideration for the new project idea : Besides the microbiological hazards ( CAPS 1), risks linked to the contamination of shellfish and aquaculture products need to be assessed: chemical compounds like heavy metals, benzopyrene and other PAH and the presence of bio-toxins as risks to human health. The implementation of web GIS application at single national level and supranational level in Adriatic Area could allow the collection and analysis of data for contamination essential for improving the surveillance of fish and and mollusc safety conditions. The project aimed at involving not only national laboratories but Competent Authorities, too in order to apply new knowledge's to national surveillance plans.

Objectives (1) Objectives (1)

Objectives (2) Objectives (2) Strengthening of diagnostic services and know-how of the partner laboratories in relation to contaminants of biological and chemical origin (heavy metals, benzopyrene and other PAH and biotoxins, virus and food pathogens) of fish and shellfish produced in Adriatic Sea, following the assessment of technological and training needs of each partners laboratory. To distribute diagnostic techonologies in fuction to different levels of preparedness and existing basic know-how To develop standard surveillance plans and controls in compliance with EU Legislation for contributing to policies hamonization among Adriatic Sea macro area Countries. To establish a networking structure for assessing sectorial risk, adopting a GIS web based platform (national and supranational level)

The project is organised in six Work Packages (WPs)

PROJECT RESULTS-WP 01 WP 01- (Management) Objective of WP: correct project financial and technical management : Organs for Project Management – Steering Committeee, 2 members per partner- meetings every 6 months, 2 days each (5 meetings done and 2 more to go; Financial manager and Quality manager (as external expertise) Instruments: Quality Project plan - (done/approved) Risks management plan - (done/approved) and bi-months Reports. Project Progress Reports: each 6 ms. always in time (done n° 5) Progress Reporting by Partners : some delay by one out of eight partners

PROJECT RESULTS-WP 03 List of IZSAM courses

PROJECT RESULTS-WP 03 CAPS2 project was officially mentioned in the Commission Staff working document sent by the European Commission to the European Parliament- as a reference project for 'knowledge transfer' ( see pag 18) – corcerning EU Strategy for Adriatic and Jonian Region COMMISSION STAFF WORKING DOCUMENT Action Plan Accompanying the document COMMUNICATION FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT, THE COUNCIL, THE EUROPEAN ECONOMIC AND SOCIAL COMMITTEE AND THE COMMITTEE OF THE REGIONS concerning the European Union Strategy for the Adriatic and Ionian Region {COM(2014) 357 final} {SWD(2014) 191 final} jak.

WP 05 PROJECT RESULTS-WP 05 WP 05 - Plans for monitoring the quality of sea and shellfish at the national level - Analysis of the legislation, comparison with the current EU legislation for 3 countries: Bosnia and Herzegovina, Montenegro and Albania (done) - Report on the transposition of EU legislation into national legislation 3 (Bosnia and Herzegovina, Montenegro and Albania) (done) - Three sanitary surveys of shellfish production areas (Bosnia and Herzegovina, Montenegro and Albania) (done) - Development of monitoring plans and the quality of sea and shellfish at the national level (Bosnia and Herzegovina, Montenegro and Albania). The audit plan in Croatia. (done) - Implementation and sampling. In the course from the beginning of 2015.

WP 06 PROJECT RESULTS- WP 06 WP 06- Risk assessment - The ability to review and analyze data on a transnational basis, for better planning of monitoring plans after the risk assessment (the next step) - Education on risk assessment and analysis (conducted Podgorica April 2015- done) - Evaluation assessment study of consumer exposure (TBD-in Split, May 2016)

CAPS2 as CAPS2 as basis for NEW Researches A LOOK for the FUTURE CAPS 2 is not only a “ good example of knowledge transfer” but a powerfull basis for future sistematic researches in the field: -for improving today low availability of statistical data, not only on official controls but on self controls by producers, too; -for searching for Enviromental data to be correlated to Sanitary data - to allow predictive scientific models on controls of quality of shelfish productions,on risk analysis and hazards, for Adriatic Producers benefit, for the improvement of their competitiveness on the marlets and finally for the - consumers.safe.
