Training required during this initial phase includes completion of all Nationally-mandated pre-deployment training requirements Phase II -NATO Training. This training aims at preparing the personnel for their mission by providing one-source knowledge, increasing situational awareness and ensuring standardization. I will get bask to this phase in much more detail. Phase III -In-Theatre Training (ITT). Upon arrival in theatre personnel will complete an induction course. Commanders at all levels arrange and coordinate ITT for their respective commands. However, COM ISAF has the authority to direct subordinate commanders to plan and conduct ITT to his specification. 5 JFCBS ISAF Training Commitment
ISAF HQ IJC HQ IAPDT Phase 1 Phase 3 NTM-A OMLT OMLT AK POMLT JFCB is heavily involved in pre deployment training of almost all ISAF Commands and Authorities. Prior any NATO collective training individuals are expected to have finalised national programs and upon requirement also finalised Advanced Distributed Learning program. HQ ISAF and HQ IJC training is common funded and JFCB is the OSE/OCE (Officer Scheduling the Exercise/Officer conducting the Exercise) for this training and JWC is the actual training provider. JFCB is also heavily involved in the RC training despite this being National funded. I will not get into more detail on this training other than mention the importance of maintaining a robust NATO footprint. The individual Augmentee Pre Deployment Training (IAPDT) and Provincial Reconstruction Team (PRT) is also on the radar screen of JFCB and this training is primarily taken care of through NATO School Oberammergau Courses, while the IAPDT is conducted at JWC to mirror the Mission Rehearsal Training (MRT) as much as possible. 7 HQ ISAF/HQ IJC/NTM-A TRAINING CONCEPT
KLT X-1 HQ ISAF/IJC/ NTM-A TE X-1 HQ ISAF/HQ IJC MRT TE X-2 HQ ISAF/HQ IJC MRT KLT X-2 HQ ISAF/IJC/ The overall ISAF HQ and IJC training concept is very simple. ISAF HQ is sourced from the DJSEs and augmentation from the nations while the IJC is sourced from the pool of GRFs plus augmentation. OF 5 and above are at 12 month rotation while OF4 and below rotate twice a year. ISAF PDT will be executed just prior to each rotation. Initial steps are the training made nationally and within the individual sourcing HQs prior to the NATO led PDT. Training requirements are described in JFCBS ISAF Training Directive and in more detail in the individual training specifications related to each TE. Prior any MRT, we run KLT, but KL are also foreseen to take part in the actual MRT as much as possible. In order to ensure that everybody deploying into Theatre will receive PDT, we additionally offer IAPDT between the two major MRTs twice a year. Please note that MRT participation remains the primary training and the IAPDT is the second best option for those who absolutely cannot make the MRT. The KLT is delivered by JFCB and ISAF while the MRT and IAPDT will be delivered by Joint Warfare Centre (JWC) in Stavanger. KLT HQ ISAF 4* 3* HQ IJC Academics NTM-A 3* MRT MST FAT BST Now focusing on the HQ ISAF and IJC training in more detail. KLT is run in two parts. An academics part run in Brunssum and an in theatre part run in Afghanistan. NTM-A is presently only participating in KLT. The MRT run at JWC is very comprehensive and the elements in the training consist of Mission Specific Training (MST), Functional Area Training (FAT), Battle Staff Training (BST) and finally Mission Rehearsal Training (MRE). The MRE is conducted as a two tier EX with HQ ISAF as the higher HQ and HQ IJC as the lower HQ, but both HQs as training audience. A lot of effort is put into reflecting real life as much as possible. “Train as you fight”. We use real ISAF data and real ISAF incidents. Further we use a significant amount of ISAF SMEs that we recruit from HQs and individuals just re deployed or still deployed into Theatre. We are fully aware that this effort is a balance between operational and training requirements, but it is imperative to have the right SMEs for the training, and the importance cannot be overstated. While the academics will be run as a common training event, the In theatre part will be run separated in HQ ISAF and HQ IJC. However, it is foreseen that there will be a number of common training requirements that can be executed commonly. Due to limited accommodation in HQ ISAF, all the TA for Phase I cannot attend Phase II. The MRT itself is a 12 day event but the SMEs supporting the event arrive early to enable them to review the scripts, amend any briefings they have to give and for those that are recently redeployed it gives them the chance to update their knowledge. Note also that unlike in previous MRTs the BST has been extended to 3 days from 21/2 and the final day of the MRE is now a full day. These changes have been made in line with the Lessons Learned process. Throughout the training cycle there is a robust LL process running and during the MRT itself the training will, if possible, be amended to take in to account any lessons identified during the training day. Different from other ISAF training events, all RC Training is customer funded, not common funded. The ‘Type A’ training is a 9 day long event used to primarily train individual augmentees and follow on forces rotating into theatre. The ‘Type B’ training is a longer, 16 day event which takes the incoming Core HQ through a full Mission Rehearsal Exercise. I have templates for both events in the next few slides. Our largest effort is in RC(S), now broken out into RC(S) and RC(SW) in which we support 4 events per year. Each HQ gets a full ‘Type B’ training event, as well as offering 2 combined Type A events that both commands can send Individual Augmentees prior to their rotation. We conduct 2 RC(N) events, one Type A and one Type B. For RC(E), we heavily support the USA national Exercise UNIFIED ENDEAVOUR each year, providing the NATO ‘flavor’ to the event. Currently for RC(W) we conduct 2 Key Leader Training events here at JFC Brunssum, which consists of a 3 day seminar. We continue to seek common funding for RC training events. Apart from giving an overall background information focusing on their specific regional command, It concentrates on the individual training of the staff members, including standard procedures related to the individuals specific functional area. During the last days of the TE, the IA will work together within their designated areas and – on the last day – exercise co-ordination also between J-areas etc. These last two days will be vignette based. The Battle Staff Training has a duration of 3 days. It’s a slow start of training of the different J-areas, cells, the CJOC etc, designed to get these areas prepared before going into the Mission Rehearsal Exercise. The BST is generally vignette based, though also case studies might be included for some areas. Finally, all areas are trained together in the Mission Rehearsal Exercise, where the Staff, including the CG, participate. This part of the exercise is a Computer Assisted Exercise (CAX), where all information about the mission area is build into the system and run by the EXCON staff in order to achieve the aims and objectives of the exercise. The speed of the MRE will start slowly and ending up with the same number of incidents as currently seen in the actual HQ. At the conclusion of the event, we should have a staff that is integrated and has operated for a few days in an environment as close to the real life HQ as possible. NATO UNCLASSIFIED SEP10

THIS MEANS, AT LEAST, THAT ALL INDIVIDUALS HAVE GONE THROUGH THE OMLT ADL. ALTHOUGH IN NATO TRAINING IS A NATIONAL RESPONSIBILITY, NATO CAN ADD VALUE BY PROVIDING PARTS OF THE TRAINING THAT COULD NOT BE DONE BY NATIONS. IN THIS CASE THE PRESENCE OF SUBJECT MATTER EXPERTS (NATO WIDE) AND OF THE ANSF MAKE THIS TRAINING PORTION UNIQUE. FINALLY, ON DEPLOYMENT, THE IJC – ADAB PROVIDES UPDATED TRAINING FOCUSED ON THE SPECIFIC AREA, ACHIEVING MISSION READINESS. AFTER THIS THE HAND OVER – TAKE OVER STARTS, COMISAF ORDER IS THAT THIS PHASE TAKES 30 DAYS. ALL PHASES OF THE TRAINING HAVE BEEN DE-CONFLICTED, THEY BUILD ON ONE ANOTHER. 18 POMLT Mission&Training
P(OMLT) Mission: teach, coach, mentor, provide the conduit for liaison, C2 and when necessary, support the operational planning and employment of the ANA/P unit to which they are aligned. Mentoring ANA (P)OMLT IN ORDER TO PREPARE OMLT AND POMLT TO THEIR MISSION, MISSION TO BE EXECUTED IN A COUNTER INSURGENCY AND C-IED ENVIRONMENT, THE FOCUS OF THE NATO TRAINING IS ON THE ABILITY TO MENTOR AND TO TRAIN THE AFGHAN COUNTERPARTS AS WELL AS TO LIAISE WITH ISAF AND THEREBY PROVIDE ENABLERS TO THE AFGHANS. IN ORDER TO DO THIS THE TRAINING IS SUPPORTED BY RESPECTIVELY PARTICIPANTS OF THE ANSF.
