1 Human Capital Strategic Planning (HCSP) is a continuation of defense logistics workforce initiatives The Civilian DoD HCSP effort will be coordinated with the Services’, Agencies’, and COCOM’s efforts The current phase of the HCSP is focused on defining civilian logistics competencies HCSP’s civilian logistics career fields were defined during HCSP Phase 1 The HCSP continues building the foundation for preparation and improvement of the future DoD logistics workforce Successful completion of the HCSP will lead to more effective resource allocation and workforce development Key Points

3 The DoD Logistics Human Capital Strategic Planning effort will be coordinated with parallel efforts in the Services, Joint Staff, Agencies and DAU The Civilian DoD Logistics Human Capital Strategic Planning effort will be coordinated with parallel efforts in the Services, Joint Staff, Agencies and DAU By coordinating parallel efforts, we will: Identify consistent competencies and skills requirements that can be applied to the different efforts –A competency is defined as an observable, measurable patter of skills, knowledge, abilities, behaviors and other characteristics that an individual needs to perform work roles or occupational functions successfully Develop a common lexicon for communication across logistics workforce

4 HCSP’s Civilian Logistics Career Fields were defined during HCSP Phase 1 Maintenance Support includes planning and executing maintenance, both scheduled and unscheduled, to defense system equipment. Technical Management Support includes functions such as reliability and maintainability analyses, technical data management, engineering change management, and configuration status accounting and control. Operational Logistics includes distribution to, from, and within theater of materials, support services, and personnel to sustain the force. This includes the functions of transportation, warehousing, storage, packaging and inventory, cargo scheduling, and dispatching. Supply Chain Management includes procurement to disposal of defense system material, and integration of multiple material sources and processes to meet war fighter requirements. Functions of the supply chain spares, repairables, and repair parts in support of defense systems, as well as consumable materials such as ordnance, fuel, food, clothing, and medical supplies. Lifecycle Logistics (addressed by DAU) is the programmatic planning and analysis, acquisition, sustainment, oversight, and modernization of new and iterative defense system support performance and sustainment capabilities throughout the life cycle * * Lifecycle Logistics is addressed by DAU’s certification programs and curriculum *

5 The current phase of the HCSP is focused on defining the DoD civilian logistics competencies Services and key logistics organizations will provide Executive sponsors and Functional SMEs for each career field –Expectations for Executive sponsors Key role is supporting and leading their organizations’ HCSP involvement Participation in HCSP status meetings after key project milestones and welcomed attendance at the kick-off and out briefs of the Functional SMEs workshops (note: workshops will be funded by sponsors’ and SMEs’ organizations) –Expectations for Functional SMEs from each of the four career fields Key roles are representing their Service’s or organization’s career fields and having authoritative decision-making abilities for the Service or organization they represent Attend workshops developing the competency models for the career fields Competencies developed and agreed to by constituents through workshops and surveys Plan to operationalize competencies in a Professional Development Framework in Phase III
