TRAINII manual explanation for LAM –If event reporting has caused car hire responsibility to be assigned to a carrier other than the carrier to whom it belongs, a TRAIN10 or TRAIN31 message with an Action Code of 5 can be used to correct the assignment of car hire responsibility. This Car Hire Liability Acceptance report will result in an LCS gap record from the current responsible road to the road submitting the acceptance interchange event. 10

CASS system will validate LAMs using todays logic –The system will check in insure that no LCS evaluated event has been posted after the time of the Type 5. –If LAM is accepted the system will look to determine when liability can be changed o If before the 6 th of the current month liability can be placed back to the beginning of previous month o If after the 6 th of the current month liability can be placed back to the beginning of current month 11
