Decisions of Russian President’s Council of Information Society Development (22.12.10) On creation of unified assessment system of civil R&D results funded by state budget –Ministry of Ed. and Sci. with state agencies and RAS … to approve before Apr. 1 st 2011 a technical requirements of the unified state system, including a design of a unified portal for regimented secured access to R&D and reports over Internet a design of monitoring subsystem on R&D execution and its contents a harmonization with European system of standards of research outputs storage and integration with state information systems of research articles and materials –The report has to be presented to the Council before Apr. 15 th 2011 –The system has to be taking into operation before Jan. 1 st 2013

4. Obvious Project Plan with ideas of euroCRIS participation Two parallel activities for 2011: –RAS CRIS taking into operation its current version –euroCRIS: evaluation of current version shortcomings development of its concept in collaboration with euroCRIS –euroCRIS: reporting on benefits of RAS CRIS development –Unified state R&D assessment information system providing suggestions for technical requirements of the system including harmonization with European R&D standards (formats, interoperability, usage, and other parts of R&D communication lifecycle) –euroCRIS: expertise on the topic and mediation with other European players

5. Budget RAS CRIS –in 2011 (optimistic expectations): 125000 euro of direct grant + 100000 euro as project funding possible share of euroCRIS – about 10%, but it has to be defended as a proposal –in 2012 – we hope to get a budget with explicit euroCRIS line in it Unified state R&D assessment information system –no data, may be much more, but this project will have much more participants

6. Expected euroCRIS involvement 1.Evaluation of current RAS CRIS (shortcomings and missed benefits) and recommendations on its development, incl. possible partnership in the future 2.Expertise on European R&D data formats and lifecycle, incl. possible partnership in the future 3.Assistance with public relations between these projects and important European organizations 4.Assistance with organizing events connected with these projects (e.g. a meeting in Moscow)

Ideas on arias of expertise from euroCRIS RAS CRIS development topics Possible euroCRIS contributions as external adviser (1) To design national CRIS as a part of common European research virtual environment, including: – (a) research data in information space (DIS), – (b) research e-infrastructure, – (c) research circulation mechanism, – (d) approaches and models of research results usage, etc. Which elements of RAS CRIS should be designed in coordination with requirements of CRIS-CERIF model of European research virtual environment? (1) euroCRIS concept/model of European research virtual environment. A general list of national CRIS elements which euroCRIS recommends to design according a specification of CRIS-CERIF model of European research virtual environment for future compatibility. A list of recommended requirements for national CRIS for its future compatibility with CRIS-CERIF model of European research virtual environment. (2) Design of research DIS information objects and necessary semantic linkages between them. (2) euroCRIS requirements for a set and structures of research DIS information objects.
