1. ARTICLE X, DEPARTMENT OR DIVISION PROCEDURES GOVERNING TENURE, PROMOTION, AND CONTRACT RENEWAL 2009-2015 contract, unchanged for 2015-2017

2. A.DEPARTMENT PROCEDURES Each Department or Division, or comparable unit within the University, shall put in writing, and approve through a majority vote of the bargaining unit Faculty Members, procedures or policies that will include, but are not limited to, tenure, promotion, and contract renewal evaluations and recommendations, and recommendation of the Department or Division Chair (DC). If such procedures have not been written and approved within six (6) months of the execution of this Agreement, the Employer and Union shall develop such procedures for the Department or Division.

3. C.REVIEW OF PROCEDURES 1.Written DPC procedures shall be submitted through the Dean or Director to the appropriate Chancellor and the union for approval, which shall not be unreasonably withheld. 2.These procedures shall comply with the terms of this Agreement, Board of Regents‘ policies, and administrative guidelines. 3.Copies of the approved DPC procedures will be filed with the Union. Copies shall also be retained in the office of the Dean/Director or Chancellor at UH-West Oahu.

4. D.AMENDMENTS OF PROCEDURES 1.Amendments to DPC procedures may be recommended from time to time at the discretion of the Department, Division, or comparable unit. 2.The proposed amendment shall be sent through the Dean or Director to the appropriate Chancellor and the union for review and approval, which shall not be unreasonably withheld. Approved amended procedures shall be filed with the Union and the Dean/Director or Chancellor at UH-West Oahu.

5. ARTICLE XII, TENURE AND SERVICE G.TENURE EVALUATION PROCEDURES 1.Preparation of Tenure Applications Guidelines for filling out and processing tenure applications shall be established by the Employer. Criteria shall be in writing and shall be distributed in the guidelines and procedures provided to the applicant along with the tenure application forms and shall be the basis on which judgment for consideration of tenure shall be made.

6. What does this mean? Collective bargaining, Regents’ policy and administrative guidelines set minima, but Departments write their own policies to reflect their own discipline-specific academic standards on excellence, workloads and productivity. If they don’t, someone else will define them for them.

7. RP 9.214 Teaching Assignments for Instructional Faculty 1. Except as otherwise provided herein, the standard teaching assignments for full-time instructional faculty shall be as follows: a. 24 semester credit hours per academic year at the University of Hawai‘i at Mānoa, 3. In recognition of the diverse responsibilities of the university and its faculty, each chancellor shall develop and recommend equivalents for specific non-instructional activities that are consistent with and in furtherance of the mission of the university unit and program. It is expected that the development of appropriate equivalents will involve consultation of the appropriate faculty, department chairpersons, and academic deans. But if a department hasn’t bothered to do so, there is hope...

8. Second chance “If such procedures have not been written and approved within six (6) months of the execution of this Agreement, the Employer and Union shall develop such procedures for the Department or Division.” So as of July 1, 2015, departments will have 6 months to create or renew departmental procedures on tenure, promotion, and contract renewal

9. Take home The faculty control academics Departments know their disciplines and values Departments should be the ones to control these values This requires work. The union and Senate can help but not for departments who won’t help themselves.
