1 Results of the Cabin Systems Task Force (CSTF) By Rich Salter and Mary Rogozinski Co-Chairs of the CSTF rsalter23@aol.com mary.rogozinski@ual.com

2 CSTF Background Cabin systems growing more complex & scope of CEI standards work increasing yearly CSTF established by WAEA in Feb., 1999 Analyze the whole industry environment for CS: –What standards are really needed? –Who benefits & who should pay for them? –How to best organize to develop CS stds? Goal is to start Y2K with best organization

3 CSTF Results TF report: background, benefits of CS, process for dev. cabin stds, organizational alternatives considered, next steps TF Appendix: details of recommended processes, research on alternative stds organizations, survey results Recommendations for new process, organization, funding

4 CSTF Report Exec. Summary (bulleted STP format ) CSTF Background Benefits of Cabin Standards Standardization Process Organizational/Structural Alternatives Funding Plan http://www.waea.org/public/specs/index.html

5 Appendix Background of CEI, CSTF, cabin standards Benefit & Value of cabin standards Standards opportunities and prioritization Study of other standards organizations Survey results http://www.waea.org/public/specs/index.html

6 Recommendations New Organization for cabin systems stds: IACC=Int’l Airlines Cabin Committee Processes: clearly defined methods for proposal initiation, requirements definition, decision making, appeals Funding: 80/20 funding from airlines/suppliers

7 Next Steps AEEC General Session:Sept. 20, 1999 WAEA Board: Sept. 27, 1999 Verify funding: Oct.-Nov., 1999 Acting Chairman & Secretary: Oct. 1999 Members of IACC: Nov.-Dec. 1999 IACC first full meeting: March, 2000 IACC General Session: Summer 2000

8 CSTF Members  Ann Heinke, Overlook Consulting  Dale Freeman, NWA  Dan Martinec, AEEC/Arinc  Dave Frankenbach, Rockwell Collins  Dave Kirkland, Boeing  Earl Nicks, Arinc staff  Han Gim, Boeing  Ken Brady, Sextant Inflight Systems  Ken Lew, Sony Trans Com  Rolf Goedecke, Airbus  Maarten Tigchelaar, KLM  Mary Rogozinski, UAL & WAEA Board  Norm Vincent, IATA  Rich Salter, ITRI/AAI & WAEA Board Thanks to CSTF members for good work Thanks to AEEC members for consideration of this report

9 CSTF Report - The Process Open standards process - clearly defined & posted Well-defined criteria for prioritizing new stds work Clear definition & scope of work from IACC to SC Requirements written first by subcommittee (SC) Clearly defined appeals process Standing & working documents posted to website

10 CSTF Report - The Organization Target char. identified, alternatives considered New IACC proposed = Int’l Airlines Cabin Committee - reports to Arinc Board of Directors Equivalent level as AEEC Led & controlled by airlines (ultimate beneficiaries) IACC members = Airline reps involved in and knowledgeable about cabin systems

11 CSTF Report - The Funding 80% Airline-funded by fee based on # pax seats 20% supplier funded via charges for documents Airlines are ultimate beneficiary of cabin stds Airlines will lead and control the IACC, so should provide bulk of funding Suppliers invest to attend meetings, develop technical contributions, provide expertise

12 CSTF Report - Funding Example IACC expected cost = $1M/yr CSSC = Cabin System Service Charge = 0.95 * (.25*NBSeats + 1.0*WBSeats) Example #1: A/L w/200 WB & 400 NB, and if NB has 120 seats & WB has 300 seats ave., then CSSC = 0.95 (.25*48K + 60K) = $68K/yr Example #2: A/L w/10 NB and 10 WB, then CSSC = 0.95 (.25*1.2K + 3K) = $3,135/yr
