2 Planning and Accountability System Overview The BOG planning and accountability system incorporates a multi-level approach and a cyclic process. It includes: ► Performance reporting. ► Performance targets. ► University work plans. ► Alignment of strategic planning, budgeting, and accountability. 2

3 Benefits of Accountability Process Better strategic decisions. Better informed specific policy decisions. University and BOG performance accountability. Improved ability of public, elected representatives, and business community to see what they’re getting for their investments. Consistent types of information over time and across institutions. 3

4 Cycle of Performance Reporting, Planning, and Budgeting Work plans and accountability will increasingly align with institutional and System strategic planning and State needs. 4

13 Planning and Accountability – Next Steps January 28 th : BOG will review 2009 Annual Report. Spring 2010: BOG will determine System-level goals for which individual university targets will be set and will approve the process for setting multi-year performance targets. Each Summer: BOG will consider University Work Plans informed by historical data and including multi-year performance targets. End of Year: Annual Reports will show progress toward goals. 13

14 Annual University Work Plans University mission and 5- to 10-year vision. Multi-year targets on System-wide metrics. Other primary institutional short-term (1-3 years) goals and metrics by which success will be measured. New degree programs (3 years). Windows of opportunity (next year). Tuition differential fee proposal (next year).
