4 UNCLASSIFIED//FOUO What is Child Pornography ?  Defined differently by individual countries  Under US Law :  Images of children (under age 18) engaged in sexually explicit activity, with or without others involvement  Images which depict a “lewd and lascivious display” of a child’s genitalia-- meant to elicit sexual arousal in the viewer United States Law

5 UNCLASSIFIED//FOUO Does Not Include:  Erotic stories involving children  Nudist images  At beaches, swimming pools, family events, etc  Written fantasy stories regarding rape, bestiality, or sexual attraction to children  Pornographic or erotic images of adults dressed in children’s attire  Infantilism  “Hot horny schoolgirls” and the like

6 UNCLASSIFIED//FOUO United States Law (Title 18 USC Sec 2423)  Travel With Intent to Engage in Illicit Sexual Conduct  Engaging in Illicit Sexual Conduct in Foreign Places  Defined as Sexual acts with a child under age 18  Prison terms up to 30 years

7 UNCLASSIFIED//FOUO  Coercion or Enticement of a Minor to Engage in Criminal Sexual Activity  Transportation of Minors to Engage in Criminal Sexual Activity :  10 year minimum mandatory  Maximum life in prison for registered sex offenders United States Law (Title 18 USC Sec 2423)

9 UNCLASSIFIED//FOUO Anonymity The ability to assume an identity while online provides the child molester with an air of confidence Nature of the Problem

10 UNCLASSIFIED//FOUO Invisibility Invisibility to lurk about online allows the child molester to easily and confidently identify and groom potential victims Nature of the Problem

11 UNCLASSIFIED//FOUO Instant Gratification A child molester can instantly satisfy his/her cravings by going online and immediately downloading child pornography, fantasy stories, or even engaging in the process of courting a potential victim Nature of the Problem

12 UNCLASSIFIED//FOUO Validation of Behavior/Beliefs  Internet provides opportunity to network with other child molesters to exchange pictures, techniques, and stories  What I am doing is “OK” because others are doing it as well Nature of the Problem

13 UNCLASSIFIED//FOUO Nature of the Problem  Technology is Embraced by Offenders:  Child Pornography is now widely available online  Child Pornography is easy to produce:  No need for expensive photo equipment or the risk of outside photo development  Child Pornography “collections” are more easily organized, concealed, stored and transported  Chat rooms are effectively used to identify and groom potential victims  Increased number of children using the internet creates a “target rich environment”

15 UNCLASSIFIED//FOUO  On average (U.S. profile)  White males  25-45 years of age  Middle-to-upper class lifestyle  Professional employee  Many times employed in a career where offender has access to children  Involved in children’s activities  Youth Sports, Scouting, Coaching etc... Who are the Offenders?

16 UNCLASSIFIED//FOUO Who are the Victims?  Early to middle teens  Boys rarely report victimization due to stigma  Girls often “in love” with offender (father figure)  Vulnerable Victims: Often from dysfunctional families - looking for worth and validation outside the home  Usually have unsupervised access to the computer

18 UNCLASSIFIED//FOUO  Innocent Images International Task Force (IIITF)  Coordinated Law Enforcement Effort  Initiated in October 2004 with six countries  Numerous leads sent out by the IIITF in support of first major case  Much easier and faster to investigate cases internationally International Initiatives

19 UNCLASSIFIED//FOUO  Child Sex Tourism Initiative-April 2005  With member countries Australia, Thailand, and the Philippines  Undercover website utilized  More than 100 police officers from at least 47 countries have participated in this initiative International Initiatives

21 UNCLASSIFIED//FOUO FBI Initiatives in Indonesia  FBI Legal Attaché Office in Jakarta has designated Child Sex Tourism as a priority  Government crackdowns in Thailand, Cambodia and the Philippines are expected to push the CST problem to Indonesia and other countries in Southeast Asia  FBI jurisdiction in Indonesia is limited to joint investigations with the INP targeting U.S. Citizens traveling to Indonesia to engage in illicit sex acts  FBI does not have jurisdiction to investigate U.S. Expat Offenders residing in Indonesia

22 UNCLASSIFIED//FOUO FBI Initiatives in Indonesia  CST Assessment Conducted in 2012  Joint effort between INP, AFP and FBI over an 8 month period  Established working relationships with NGOs in Bali and other areas  Objective was to assess the CST Problem in tourist areas such as Bali, Batam and Lombok  No US Citizens were identified as current Child Sex Tourists during this assessment  CST problem does exist in Bali and Batam and it is likely that US Citizens are involved

23 UNCLASSIFIED//FOUO  Future Cyber Strategy :  Utilize Experienced FBI Agents Posing Online as Children to Identify Potential U.S. Citizen Offenders in Indonesia – Successful in the U.S.  Provide Training to INP Investigators to Conduct Online Undercover Cyber Investigations  Provide Software to INP to Assist in Online Cyber Investigations  Continue to rely on NGOs for reporting incidents FBI Initiatives in Indonesia

24 UNCLASSIFIED//FOUO  Joint Effort by INP/ AFP/ FBI and NGOs  Initial Media Campaign will Focus on Bali  Warn Child Sex Tourists that they will be Investigated and Prosecuted  Indonesia is not a “Free Zone” for Child Sex Tourism  Educate Parents, Teachers and Community on how to identify sexually victimized children  Encourage children to report sexual crimes Public Awareness Mission
