4 PREPARATION-1 ‘COMMON EFFORT’ The Netherlands favors an integrated approach and focusses on partnerships Common Effort 2.0: a structured civil- military exercise (for complex emergencies) Led by Ministry of Foreign Affairs and 1German-Netherlands Corps, Police, with broad participation of NGOs

5 EXERCISE ‘COMMON EFFORT’ 4 critical civ-mil exercise requirements (Lessons learned >2010) Civil driven -high gov/ngo engagement Short - in time costs, -fitting in work schedules Relevant - with high added value -in realistic scenario’s Rich - in sharing knowledge and perspectives - side discussions to build knowledge and understanding 3-day Exercise in May 2015 (with focus on South Soudan).

6 PREPARATION-2 ‘CAPACITY PLANNING’ Need to raise general level of cooperation capability Development of a simple exercise format for building mutual knowledge and understanding for identifying opportunities and limitations Capacity planning as concrete vehicle for interaction and building cooperation between stakeholders, incl. the military hypothetical preparation- response model

7 Scenario: A fast rising water flood in central Netherlands; People stuck at higher floors; Food and water scarcity (exercise focus). Task: Organise response, representatives from Gov., safety regions, municipalities, business, ngo’s

8 CONCLUSIONS A relatively simple, quick exercise can already build awareness and understanding Application should be done regularly with multiple levels involved (local, regional) Effects measurement and collective feedback is essential for learning and consolidation An integrated approach works if agency objectives fit a clear common purpose – balanced ‘goal hierarchy’
