3 SIT Workshop Montpellier, France 16-18, September 2014 3 CEOS-GEOGLAM Leadership Brad Doorn (NASA) has volunteered to be a Co-Lead for the CEOS GEOGLAM Ad Hoc Team. This leadership role will be endorsed at the Plenary. NASA has accepted this role with the understanding that another co-lead will be identified to share the responsibilities of this role. This request has been carried as a CEOS SEC action for several months. GEOGLAM is developing a Steering Commitee. CEOS has requested to be part of this committee.

4 SIT Workshop Montpellier, France 16-18, September 2014 4 CEOS GEOGLAM Acquisition Strategy Summary of major updates (August 2014, Version 2.0) Section 2.5: New CEOS Phasing CEOS would like to use a simplified approach with 2 phases: Development and “Operation”. The Development Phase would cover GEOGLAM Phases 1,2,3 (on right). This will reduce confusion and allow annual reporting of progress and annual planning without a need for connection to phases. Section 2.5: Progress in 2014... A full progress report is due at CEOS Plenary. CEOS is successfully supplying a large of amount of space-based data to support Croplands Projects (9 countries), JECAM (19 countries), and Asia-Rice (10 countries). Section 2.5: Plans for 2015... Expand existing pilot projects (more countries, products, sampling), integrate new datasets, initiate a new JECAM Data Services Pilot Project, investigate common data sharing policies.

Section 3.5: Archive Data The accuracy of baseline crop type and crop calendars could be improved through the use of fine to moderate resolution (<100-meter) archive data. After initial archive data use, updates produced from recent data are needed every 1-3 years. Obtain direct access to archive metadata (prefer through COVE tool) for ALOS, Terrasar-X, ResourceSat, RapidEye. Already have COVE links to Landsat, Radarsat and SPOT. Analyze the data archives to assess which comprise a sufficient record to develop crop type and crop calendar products. Benefits the evaluation of new data streams and the supports future data acquisition planning. Identified datasets would need the support of CEOS to obtain the datasets and then store on a cloud-based server for dissemination & product development.

6 SIT Workshop Montpellier, France 16-18, September 2014 6 Data Services Prototypes o The SEO is working with JECAM (Peirre Defourny, UCL, Belgium and Heather McNairn (Agri-Food Canada) to develop a data services prototype for several test sites. o Sites: Ukraine, Belgium, South Africa, Argentina, Germany, Canada. o Datasets: Radarsat-2, TerraSAR-X, and other optical datasets. o Dedicated cloud-based storage and SAR processing capabilities o Secure access and data sharing within guidelines of license agreements o STATUS: Pilot project will start in October 2014. o The SEO is working with the Asia-RiCE team (Shin-ichi Sobue, RESTEC and Yves Crevier, CSA) to develop a data services prototype for Indonesia. o Secure access for JAXA and Indonesia Asia-RiCE science users. o Dedicated storage for up to 35 Radarsat-2 images (provided by CSA). o Cloud computing processing of SAR datasets using INAHOR tool. o STATUS: Datasets and processing tools installed. JAXA is currently testing processing performance and will train Indonesia scientists on system.

7 SIT Workshop Montpellier, France 16-18, September 2014 7 JECAM Request to CEOS Agencies JECAM has received a significant number of datasets from CEOS Agencies and has made great progress toward understanding the use of satellite data for agriculture monitoring. Improved access and coverage + early access to new mission datasets are needed to address the highlighted areas. Chart 1 of 3 From the new JECAM document... 8 SIT Workshop Montpellier, France 16-18, September 2014 8 JECAM Request to CEOS Agencies ESA: Proba-V 333m data is free for data older than 1 month or for ESA approved projects. Availability of daily and 10-day composite data would greatly improve global crop masks. ESA: Strong desire for access to Sentinel-1A data over JECAM sites for evaluation and capacity building. Strong desire for Sentinel-2A coverage of JECAM sites in ramp-up phase to support agricultural year in the Southern hemisphere. Chart 2 of 3 CNES: The SPOT4-Take5 project has provided significant data to JECAM in 2013. The SPOT5-Take5 project (proposed for Apr-Aug 2015) is under evaluation. Continuation of this dataset for JECAM sites is desired. In addition, older (>5 yrs) datasets are free, but require processing (proposed completion by 2017-2018). Rapid processing over JECAM sites before 2017 is desired for historical mapping. CNES: Pleiades datasets have been provided to several JECAM sites for small field crop typing. Additional datasets are needed for all JECAM sites to support field campaigns and test fine sampling methods.

9 SIT Workshop Montpellier, France 16-18, September 2014 9 JECAM Request to CEOS Agencies JAXA: ALOS-2 L-band data are needed over a sub-set of JECAM sites involved in a multi- frequency JECAM experiment in order to assess the complementarity of C-band and L-band for soil moisture and biomass estimates. ISRO: High frequency acquisitions of ResourceSat-2 (AWiFS instrument) data over all JECAM sites would allow improved integration with other optical datasets (i.e., Landsat) and allow improved cloud filtering. Ease of access to datasets is also needed. ISRO: The Asia-Rice project is evaluating and testing several C-Band and L-Band datasets. C-Band data has been taken by RISAT-1, but it has not yet been provided to the Asia-Rice team (JAXA). DLR: TerraSAR-X time series over a subset of JECAM sites involved in a multifrequency experiment is needed to extrapolate very promising crop type mapping methods. RapidEye (facilitation by DLR): RapidEye was successfully used for various sites. Continuation of optical time series acquisitions could be facilitated through DLR as they are needed for small JECAM sites and cloud cover issues hampering the Landsat contribution. Chart 3 of 3

10 SIT Workshop Montpellier, France 16-18, September 2014 10 Common Data Sharing The SEO is working closely with CSA/MDA to develop a “JECAM Data Sharing Policy” that allows open access of data across JECAM sites and by 3 rd parties (e.g., SEO) for hosting. MDA has agreed to consider a Multi-User Request Form (MURF) versus the current SOAR licensing agreement. This will allow all JECAM PIs, Co- Is and the SEO to access RadarSat-2 data under one common license agreement. This common data sharing approach only addresses Radarsat-2 data, but there is potential application of such an agreement for other Agencies and datasets. The outcome of this effort could be of high interest to the SIGMA project, WGISS and GEO, since each has worked issues with data sharing.

11 SIT Workshop Montpellier, France 16-18, September 2014 11 Way Forward Complete updates to the CEOS Acquisition Strategy for GEOGLAM and provide a final version for endorsement at the CEOS Plenary. Identify another CEOS Agency co-lead for CEOS-GEOGLAM leadership CEOS will be expected to identify a candidate for the GEOGLAM Steering Committee (late 2014) Test new Data Services Prototypes and report progress and lessons learned at the CEOS Plenary. Track the progress of JECAM requests to CEOS Agencies Finalize and Common Data Sharing strategy for JECAM Report on the progress of new missions (Sentinel) and new programs (SIGMA) and the impact to GEOGLAM.
