Free access → more users; marketing “easier and more effective” Users in developing countries → difficult to pay fees Online subscription → “quite/too high” (developed countries) “commercial companies should pay” Free access → more users → more work for INIS Centres Quality of the database is an important factor!

Yes: 42% (32 ILOs) -- No: 40% (31 ILOs) Positive effects on usage and marketing  “great advantage for potential users” (increased usage)  Benefits to other institutions in the nuclear area  Developing countries – due to financial constraints “freely available to educational sector in ALL developing countries” “free products more attractive – similar to open software” vs. “every product has its price”

No Benefits (40%)  We already have free access (6)  We would still charge (5) “low price from NPP industry users and research institutes ”  Other comments: “cost recovery is normal” “INIS DB is quite inexpensive/costs are low” “If it helps research, academia and industry, cost should not influence usage”

Not sure…  Proposal: extend free access “free subscriptions of the INIS DB on the Internet, e.g. to non-profit organizations, and organizations which contribute to our input preparation by providing full- text of non-conventional literature “ to selected, ‘very high quality’ institutes” “educational institutions”
