1 ST. VINCENT: HOW WE GOT HERE November 22-24, 2004 St. Lucia WI Presented by Mr. Willie Anderson,CCD/CCS American Recovery Management Strategies

2 Saint Vincent How We Got Here Step One We started in 1991 providing training to individuals who wanted to provide substance abuse services. The training was divided into three (3) levels: 1. Basic 2. Intermediate 3. Advanced At that time the goal was to establish continuity throughout the region in prevention and treatment methodologies. To develop a pool of service providers that would be able to work in any treatment model, agency, or ministry providing services (from prison, to church, to school).

3 As the changes in trends for services developed in certain countries (USA, Canada,Britain)it had an impact on the region Because of Funding Services Change in Popularity of Drug Age and Gender of the Abuser Demand Reduction to Harm Reduction Drug Courts Alternative Sentencing Community Service Orders We felt confident that the training courses would produce confident counselors as evidenced by advancement levels of former students representing various disciplines.

4 Step Two We facilitated training courses across the region to identify needs for treatment in order to realize similarities and to learn from one another. Looking at the needs involved asking : Are there programs; if not why? What type of programs? Who do they serve? Are they effective; if not why? Who are they connected to ? What causes them to fail; when they do who looses? Are the programs in the community or in institutions?

5 Step Two (continued) Who are the stakeholders? How do you link them to the efforts? What barriers are faced when you try to link them? It will never work from the bottom up, you must have total support from the top down!!

6 We got to St. Vincent by way of the MEM. It was the perfect opportunity for us to show the region what we had been saying about a TC in prison. Reality is that there was no formal residential treatment in existence in that country. There was a rise in the use of crack cocaine and the types of crime that go along with it. Prison makes for a captured audience because they have no where to go. The model allows for connection with other trends of change.
