5 Presidential Systems  Voters elect the Legislature and the President  The President is usually both the head of state and the head of government  The President chooses the Cabinet (often requires input/approval of the legislature)  System represents significant Separation of Powers and Checks and Balances

6 Parliamentary Systems  Voters elect the Legislature, which elects/removes the Prime Minister & Cabinet  Head of government = Prime Minister  Head of state = President (if elected) or Monarch (if hereditary)  System represents limited Separation of Powers and Checks and Balances

7 Semi-Presidential Systems  NOTE: Many hybrids and variations…  Voters elect the Legislature and the President  Executive powers are split/shared between the head of state & the head of government (President & Prime Minister)  System represents some Separation of Powers and Checks and Balances Romania France
