3 The Global Health Workforce Alliance A global partnership dedicated to address the health workforce crisis –ABC: Advocacy, Brokering knowledge, Convening First Global Forum on HRH – Kampala Declaration and Agenda for Global Action Communities of Practice Country Coordination and Facilitation

4 The roadmap : Kampala Declaration and Agenda for Global Action 1.Building coherent national and global leadership 2.Ensuring capacity for an informed response based on evidence and joint learning 3.Scaling up education and training 4.Retaining an effective, responsive and equitably distributed health workforce 5.Managing pressures of the international health workforce market and its impact on migration 6.Securing additional and more productive investment in the health workforce Six strategies to address the global health workforce crisis:

5 2009 Baseline report commissioned by WHO and the Alliance 2010 progress monitoring phase Examples of progress since Kampala: –Global (G8, Gates, Code of practice on migration, African Union) –Country: Ethiopia, Pakistan and Ghana Tanzania and Zambia Rwanda Monitoring the Kampala Declaration and Agenda for Global Action

6 A systematic review on CHWs CHWs provide a range of services from preventive health education on malaria, TB, HIV/AIDS, STDs and NCDs to their treatment But low coverage of CHW strategies/ programmes Recommendations: 1.CHWs to be included in national HRH plans 2.Communities should contribute to CHWs identification 3.Pre-service training to include preventive/ curative care 4.CHWs to monitor community needs and demographics 5.CHWs should be able to have referral links 6.Need for regular supportive supervision and monitoring

7 Task shifting Task shifting practices are increasing  Community health worker cadres have an important role to ensure high coverage of health services Formal policy around task shifting is required to guarantee proper functionality Retention mechanisms will complement the process to warrant the individuals remaining

8 Task forces and Technical Working Groups Knowledge brokering strategy and activities is a key element of GHWA The Alliance is facilitating capacity building at country level through the application of GHWA products through its Thematic Task Forces and Technical Working groups on: –Tools and guidelines –Scaling Up Education and Training –Financing –Private Sector involvement –Human Resources for Health Information Reference Group –Global Advisory Council/Health Workforce Migration Initiative –Positive Practices Environment Campaign –Universal Access to HIV/AIDS => Country Coordination and Facilitation (CCF)

9 Task forces and Technical Working Groups Universal Access Technical Working Group aims to assess the HRH implications of scaling up universal access to HIV prevention, treatment, care and support to reach MDGs
