4 3 Innovation Central PA CONSIP (1) A company, 100% owned by the Italian Ministry of Economy and Finance (MEF), at the exclusive service of public administrations Its mission consists in managing and developing most of MEF’s Information Systems and in promoting and managing a program to rationalize public purchasing of goods and services for the PA

5 4 Innovation Central PA CONSIP (2) The systems effectiveness is based on the collection and classification of the huge amount of data on public finance managed by the Account General Department, with the creation of a Data Warehouse, today considered a best practice at international level Example of Projects: “Point RGS”, dashboard to monitor public economy indicators, used by the Accountant General Department

6 5 Innovation Local PA CSI Piemonte (1) The “Consorzio per il Sistema Informativo” of Piedmont (CSI-Piemonte) is a Public Institution established in 1977 upon initiative of the Piedmont Region, the University of Turin and the Polytechnics of Turin, as an instrument to innovate public actions through IT technologies the Consortium is a no profit institution governed by public law, administered according to profitability criteria

7 6 Innovation Local PA CSI Piemonte (2) the original idea that brought to the foundation of the Consortium was making the competences of Universities available to public programming its mission consists in making organizational instruments and models available to the Piedmont PA to adequately face both the Italian Federalist Reform process and the technological evolution and to play an essential role in the implementation of administrative decentralisation in public service strategic sectors

8 7 Cooperation Knowledge Transfer Twinning Projects (CONSIP) Administrative Twinning Projects (EU) – e.g. in the procurement area, Twinning-Cyprus (Mar-Jul 2004), Twinning-Turkey (Jan 2005- Jul 2006), Twinning- Bulgaria, with Poland (2006-) Interregional Projects (CSI Piemonte) collaborations with the Central PA and other Italian regions

9 8 Cooperation Experience Exchange CONSIP Public Procurement networking initiatives, with the UK (OGC Buyingsolutions) and Denmark (SKI) EULAB (EU Public Procurement Learning Lab), involving 35 institutions from 27 countries (25 EU, Serbia and Turkey), launched in November 2003, coordinated by CONSIP - Goal: to compare the activities and to share useful knowledge among the European procurement agencies

10 9 Cooperation Experience Exchange CSI Piemonte CSI, in partnership with the Universities, takes part in ICT projects launched with funds for research and development provided by the EU and by international organizations international co-operation projects: in addition to making application solutions available for reuse, CSI is also committed to transferring technological competences, also through training actions aimed at public officials of developing countries

12 11 Competition UE, UN etc CONSIP and the Accountant General Department Received the Award in the section “Government & Non-Profit Organizations” with the “Point RGS” project, in the 18th edition (2006) of the “Computer World Honors Program” organized by Computerworld Information Technology Awards Foundation CSI Piemonte Received awards at Italian (e.g. “Piedmont natural parks website”) and EU level (e.g. “Municipality of Turin website”)
