2 2009 Project Update Damaged & Defective Car Tracking (DDCTS) – Work has begun on the 2010 project to complete the DDCT system. The EAC role is anticipated to be primarily in testing the system to assure that car hire provisions work properly. RCH for Private Cars – Testing is done and a June implementation date is planned. Participation by the Private Car Owners is voluntary.

3 Subjects of Interest Federal Railroad Administration released Positive Train Control (PTC) Rules. Current estimates for implementation are $6 to $8 Billion for the industry. Customs & Border Patrol (CBP) plans to require additional information on empty cars crossing into the US. The Customer Service Committee has created a cross-functional TAG to review the issues recommend to CBP a plan to address the issues which include residue left in empty cars.

4 SCO 90 Project Completed December 2009 Reports have been updated and available on-line Railinc administration of the process has been updated A Post project release is scheduled for 1 st qtr 2010 to deal primarily with administrative functionality.

5 Circular OT-5 Review Throughout 2009, significant enhancements to the Railinc Circular OT-5 system were developed: — XML Updates — Update to Search and Dashboard — Update to Search Results CSV Export — Update to Delete Draft Feature — Update to Home Page — Fix to OT-5 error: Resource Key “null” not found in default bundle (new “SY” status) — FindUs.Rail Update — Email Enhancement — UI Enhancement

6 OT-Circular Review The Car Service Task Force met in December 2009 to discuss needed revisions to OT circulars. Circulars will be assigned to appropriate committee or EAC task forces for review and recommendations. The goal of the Task Force is to have recommendations to EAC for all of the circulars by the end of 2010 OT-16,24,28B,36I,37D,42F,6B and 7A – Car Hire Rules Task Force OT-22A – Information and Data Quality Task Force OT-34F – Car Service Task Force All other circulars are under the jurisdiction of other committees and need to be reviewed by them.

7 EAC Goals for 2010 #1 Goal: The goal pertaining to measuring car management is to be rewritten by the Car Service Task Force. The Committee determined that measurements should be related to specific improvements efforts.

8 EAC Goals for 2010 #2 Goal: Develop web-based, best practice car hire reclaim training tool to provide a communication platform to assist with car hire processing education. Car hire processing education to be presented at available Industry forums (ACACSO, EAC Meetings, Regional Shortline Conferences, etc). — Evidence of Success: Publish initial car hire 100 training module

9 EAC Goals for 2010 #3 Goal: Profile all Equipment Asset Committee owned/controlled Systems (OT-5, SCO-90, Ramp- ED, RCH, DDCTS, Deprescription, etc). Summarize System purpose, functionality and overall effectiveness. Continue development, enhancement and education related to all profiled applications. Leverage all potential productivity gains associated with these systems. — Evidence of Success: Document profiling Equipment Asset Committee owned/controlled Systems

10 Removal of Scrap Aluminum from CSR 14 It was agreed that if baled, dry, compressed, scrap aluminum could be separated from other types of scrap aluminum: Car Service Rule 14 could be amended. The Task Force recommends that a separate STCC be established for baled, dry, compressed aluminum. CSR 14 be amended so that baled, dry, compressed aluminum is not a contaminating commodity. A new STCC will be requested and Car Grade K will not be assigned when baled, dry, compressed aluminum is loaded in boxcars with steel floors.

11 EAC Meeting Update Part B – Car Hire

12 LCS Process Update LCS TAG completed it’s tasks in December 2009 and was sunset. The latest LCS additions were: — LCS message type F for haulage information — Rule 15 TOL will be read by LCS as a verified interchange — LCS logic to prevent overlap of Rule 5 and Rule 15 TOL transactions — Post project release of internal system improvements in January 2010

13 Settle Private Car Hire Payments via RCH Several Private Car Owners participated in the Railinc conducted test of RCH settlement of private car hire payments. RCH Board of Directors has approved for implementation. Go live date is planned for June 2010 for April settlement. Private Car Owner participation is voluntary

14 Damaged & Defective Car Tracking System (DDCTS) DDCTS is a 2010 project currently in progress. January 2011 implementation is anticipated Car Accounting members have been included on the TAG to assist Mechanical in the design and development of the system.

15 Review of Mechanical Designations in SCO 90 Mechanical Designation RP will be added to SCO 90 Mechanical Designations RPB, RPC and XMI will be deleted from SCO 90

16 New Business? ACACSO members can recommend project ideas to EAC through their railroad representative or through their EAC contacts at ACACSO Don’t sit on a good idea Next EAC meeting is in June 2010.
