2 Priority of Service/ WIOA/ Training  Priority of service requirements for eligible veterans and spouses continue under WIOA.  WIOA has several provisions which codify practices to support military and veteran communities: –Expands National Dislocated Worker Grants eligibility to areas that have higher than average demand for services from dislocated members of Armed Forces and other eligible individuals.  Six measures for serving adults and dislocated workers: –Employed 2 nd quarter after exit –Employed 4 th quarter after exit –6-Month Median Earnings –Skill Attainment –Credential Attainment –Effectiveness of Services to Employers

6 Recent Legislation Concerning ACE and Joint Services Transcript Evaluation Michigan Public Community Colleges  House Bill 5036 (2014)  Public Act 483 of 2014 (Effective: 4/13/2015) Michigan Public Universities  House Bill 4060 (2015)  Public Act 44 of 2015 (Effective: 9/7/2015)

7 What the Legislation Does Public Act 483 of 2014 (Effective 4/13/2015)  Sec. 123b.  (1) The board of trustees shall ensure that the community college does all of the following in its admission application process if it knows that an applicant for admission is currently serving, or has ever served, as a member of the military, the national guard, or the military reserves:  (a) Inform the applicant that he or she may receive academic credit for college-level training and education he or she received while serving in the military.  (b) Inform the applicant that he or she may submit a transcript of his or her college-level military training and education to the community college.  (c) If the applicant submits a transcript described in subdivision (b), evaluate that transcript and notify the applicant of what transfer credits are available to the applicant from the community college for his or her college-level military training and education.  (2) As used in this section, "transcript" includes a joint services transcript prepared for the applicant under the American council on education registry of credit recommendations. Public Act No. 44 of 2015 (Effective 9/7/2015)  Sec. 275b.  (1) Each public university receiving funds under section 236 shall ensure that the public university does all of the following in its admission application process if it knows that an applicant for admission is currently serving, or has ever served, as a member of the military, the national guard, or the military reserves:  (a) Inform the applicant that he or she may receive academic credit for college-level training and education he or she received while serving in the military.  (b) Inform the applicant that he or she may submit a transcript of his or her college-level military training and education to the public university.  (c) If the applicant submits a transcript described in subdivision (b), evaluate that transcript and notify the applicant of what transfer credits are available to the applicant from the public university for his or her college-level military training and education.  (2) As used in this section, “transcript” includes a joint services transcript prepared for the applicant under the American council on education registry of credit recommendations.

8 Importance of JST Evaluation  In most cases it is simply the difference between having a High School Diploma and “Some” College.  Helps document military training and experience onto a college transcript or in some cases a credential for employment opportunities.  Information age job application process or “If applicable please attach an official college transcript” (State and Federal Job application process).  Priority of Service for Veterans in training funds.  Credential Rates.

10 Apprenticeship Programs for Veterans  Helmets to Hardhats is a national, nonprofit program that connects National Guard, Reserve, retired and transitioning active-duty military service members with skilled training and quality career opportunities in the construction industry. Most career opportunities offered by the program are connected to federally-approved apprenticeship training programs. www.helmetstohardhats.orgwww.helmetstohardhats.org  Veterans in Piping is an apprenticeship program that offers high-quality skills training and jobs in the pipe trades to US veterans and active duty military personnel preparing to leave the service. Participants enroll in accelerated 18-week courses in welding and/or HVACR service. Participants also earn industry-recognized certifications as a part of their education. www.uavip.org www.uavip.org  The Painters and Allied Trades Veterans Program assists transitioning veterans from military service to civilian careers in the finishing trades industry. The International Union of Painters and Allied Trades (IUPAT) is dedicated to providing service men and women the tools necessary to be successful in a rewarding career in construction. www.pat-vp.orgwww.pat-vp.org  Many of these programs have signed Articulation Agreements with numerous Michigan Community Colleges.

Simply get transcript if applicable and send to a college or university for evaluation

16 Michigan College and University Fast Track Programs Michigan Veterans Affairs Agency List Some Examples  Kirtland Community College (Roscommon) Military Police Basic Training Program (MPBTP) The Michigan Commission on Law Enforcement Standards (MCOLES) has developed a basic military police training program specific to military police veterans who are interested in transitioning to civilian policing. MPBTP offers qualifying military police veterans the option of attending a seven-week (280 hour) basic police training academy, rather than the full course of study. Curriculum includes legal matters, patrol procedures, detention, police skills, traffic and special operations. Any military police veteran interested in this program must meet all MCOLES pre-employment standards, including passing the physical fitness test and the reading/writing examination. Kirtland Community CollegeMilitary Police Basic Training Program  ​Ferris State University (Big Rapids) Patriot Express Criminal Justice Program This program reduces the time to receive a degree for Iraq Afghanistan Veterans of America (IAVA) students. The Patriot Express program modifies how and when the criminal justice curriculum is completed by IAVA students using accelerated scheduling and a variety of alternative structures for course completion. This includes awarding credit for military training and life/work experience and allows IAVA students to complete the bachelor of science degree on the generalist track in two-and-a-half years. ​Grand Valley State University (Allenwood) Military Police Basic Training Program (MPBTP) This program offers qualifying military police veterans the option of attending a 280-hour basic police training academy, rather than the full course of study.
