5 Standard IV “Faculty and administrators have a substantive and clearly defined role in institutional governance and exercise a substantial voice in institutional policies, planning, and budget that relate to their areas of responsibility and expertise. Students and staff also have established mechanisms or organizations for providing input into institutional decisions.” (IV.A.2.a)

6 “ The best planning will be bottom up in nature” (p. 2) “Planning should drive budgeting and not vice versa” (p. 8)

7 Multi-college Districts: “ Budgeting in a multi-college district is the achievement of an equitable allocation formula.”

8 Paper’s Recommendations Planning should drive budgeting, never the reverse Planning should always be for the first-rate Planning, in an academic context, should be a bottom-up process

9 Paper’s Recommendations Final recommendations of the planning and budget committee(s) should be reviewed by the academic senate, & other campus constituencies.
