2 Duties of Delegates All delegates have the duty to  Respect the decisions of the President or Chair at a ll times  Obtain the floor before speaking  Yield the floor when required to do so by the Chair  Be courteous at all times and avoid the use of prof ound, insulting, or abusive language 2

3 Duties of Chairs  In each committee, the student officer team is composed of 3 officers, the Chair, the Deputy Chair and the Admin staff.  Chairs have the right to declare the opening, closing and time of all debating sessions.  Chairs are responsible of presiding over the conference and the delegates should obey the chairs for a smooth flow of the debate.  Chair is open when the delegate has any questions related to the conference. 3

4 Committees in Session Roll call – All committees will start their sessions with roll calls. –The Chair will call each nation in alphabet order, and nations should raise say ‘present’. –Delegates who came in late should pass a note to the Chair so that the Chair would be notified. Opening Speech – On the first day of session, each delegation will be required to speak for 90 seconds on its stance regarding one or more of the agendas. 4

5 Lobbying and Negotiation  The lobbying session is a time for delegates to merge and negotiate to create a resolution according to the agenda.  In this session, delegates will get into groups with other delegates with similar opinions.  The lobbying session is about 4 hours, and the delegates should keep in mind that they MUST finish their resolution during the lobbying session. 5

6 Resolutions  The resolutions will be written in lobbying session.  Every resolution should follow the format of a resolution, and must use appropriate phrases at the start of perambulatory, operative clauses.  Their should be only ONE main-submitter and a minimum of Four co-submitters.  After writing the resolution, the main-submitter should approach to one of the chairs to turn in the resolution.  The resolution would be corrected by the chairs and will go to the approval pannel for a final revision. 6

7 Resolutions 7  All resolutions should start with the delegate’s committee, the agenda, the main submitter and the co- submitters.  Below this, there should be perambulatory clauses which should start with certain perambulatory clause phrases.  Under this should be operative clauses. Operative clauses are the main components of a resolution that actually suggests a solution for the problem.  The operative clauses should start with operative clause phrases. The delegate may insert sub-clauses to specify the original clause.

10 Vocabulary used in MUN  Delegate: Representative of a nation.  The Floor: The floor is the podium, where delegates make speeches and answer questions.  The House: The committee is called the house.  “Would the house please come to order”: The chair is telling the delegates to sit down and to stop talking.  To Second: To agree with something.  Open debate: debate where delegates may freely speak for or against on a resolution.  Closed debate: debate where the chair specifically designates time for or against on a topic. This type of debate will usually be regarding an amendment. 10

11 Debating the Resolution  At the start, the Chair will declare a new debate.  The main-submitter will approach the podium and will read out the operative clauses. The Chair will entertain Points of Clarification if there are any.  The Chair will then set the debate time to 90 minutes open debate.  He or she will then give a speech within 3 minutes.  The Chair will entertain Points of Information if the delegate allows any.  After that, any delegation is open to take the podium.  The Chairs will try their best to be fair when choosing delegates who would speak. 11

12 Speech(during the debate)  Speech time per one speech is usually 90seconds. However, the Chairs could lengthen or cut down the time if necessary.  Considering the time, the Chair could limit the Points of Information that could be entertained.  Delegates MUST approach the podium to give a speech.  For the interest of the debate, the Chair could ask delegates who never spoken before. 12

13 Amendments  Delegates can submit amendments to strike, change or add to the original resolution.  Delegates MUST send this note before presenting an amendment so the chairs could approve the amendment. 13 Amendment Strike / Change / Add Clause # ____ From : _______ Write the contents here

14 Amendment  Amendment can only be entertained under the approval of the chair when the submitter has obtained the floor.  Debating on the amendment will be a closed debate. This means that there will be a time set on debating for and against the amendment.  Please keep in mind that abstentions are NOT allowed when voting for the amendment. 14

15 Points 15 Point of Personal Privilege  point that must refer to the comfort of delegate  It may not refer to the content of any speech and may o nly interrupt a speaker if the speech is inaudible Point of Order  should only relate to procedural matters  directed at the Chair, and may not interrupt a delegate.

16 Points 16 Point of Parliamentary Enquiry  directed to the Chair concerning the rules of procedure Point of Information  may be directed to the speaker who has the floor if he has indicated that he is willing to yield to points of inf ormation and must be formulated as a question  a short introductory statement or reference may preced e the question

17 Motions  All motions require a second, and are stopped by an o bjection  The Chair can veto any motion at his or her discretion Motion to Move into the previous question asks to move into the next procedure of the debate 17

18 Yielding and Voting  Yielding is available only once.  Where delegations consist of more than one membe r, delegates from the same delegation may not yield the floor to each other.  Delegates could vote for, against or could abstain.  Voting would occur to pass an amendment or resolution.  Delegates should hold their placards high to vote.  The house will vote once more if the number of votes does not match with the number of delegates. 18

19 Voting Conduct during voting  no interruptions will be allowed except for points of order cons idering the voting procedure  All doors must be secured during voting procedures.  Note passing would be suspended during voting procedures. Abstentions  The number of delegations actively abstaining (as opposed to si mply failing to vote) will be recorded.  abstentions will not count either for or against the adoption of a motion, and a resolution will pass if the number for exceeds the number against regardless of number of abstentions.  There will be no abstentions in voting for amendments. 19

20 Note Passing  There will be an official note paper for every delegation. Delegates MUST send notes in the given note paper.  Delegates should write their notes according to the format of the given note. After that, they could give it to one of the admin staffs.  The Chairs WARN the delegates to NEVER write any notes that are IRRELEVANT to the debate. 20

21 Miscellaneous Rules  Please refrain from using personal pronouns ; refer to yourself and other delegates as he, she, or ‘delegate’.  Please refrain from using unparliamentarily language. NEVER use offensive language towards another delegate.  Delegates MUST not use cell phones during the session. If the delegate needs to, he or she could send a note to the Chair and could use it outside the room.  Sleeping and eating will not be allowed during the session.  If the delegate wants to go to the restroom, please note the chair. 21
