3 Nebraska Teacher Standards 40 Committee Members from State Educational Stakeholder Groups Used National Standards and The Framework for Teaching by Charlotte Danielson State Board of Education adopted the Teacher Performance Framework in Nov. Intended as best practice - not mandated PERFORMANCE FRAMEWORK http://www.education.ne.gov/

6 Associated Fees Required: Administrator Trainings 2012-13 FREE to all ESU 10 Schools (Pilot Year) Advisory Committee 2012-13 For Improvements to the System Beginning 2013-14 – $100 Annual Maintenance Fee, plus $10 per certified teacher – Non ESU 10 Schools $100 Annual Maintenance Fee, plus $20 per certified teacher

12 ESU 10 ODIE System The evaluation tool will be managed through our ODIE system which will enable schools to build the tool and set levels of access.

13 Using the DATA Collected What does the data tell us? How will we use the data? How can the data inform our Professional Development plan? School Improvement? How can the data help us help teachers?

14 ESU 10’s Role Facilitation of the creation of the tool Professional development in the use & understanding of the tool/process Management of the technology ESU wide reports for the purpose of identifying needs & designing aligned PD Assisting schools in prioritizing local PD needs

15 Statewide Leadership Committee Task from State Board of Education Develop teacher and principal evaluation models based on the Nebraska Teacher and Principal Performance Framework for voluntary use by local districts.

16 State Model Development Groups Design/Pilot District Committees- To design specific instruments, oversee training and implementation. Includes pilot districts (@25), selected ESU staff developers and tech coordinators. Begin meeting in Fall 2012 Rubric Committee- Drawn from Framework Drafting Committee; will draft summative rubrics for Framework, June 25-26 ESU’s- Training and staff development and possible development of evaluation technology Vendors- Provide expertise and other products and services as process develops.

17 Best Practice There are common best practice elements for teacher evaluation regardless of the model Growth-oriented practices such as teacher: – Self-reflection – Goal setting – Professional growth plans

Regulation Observation instruments & rubrics Summative evaluation documents/rubrics Guidelines for using student learning in evaluation Feedback surveys & related materials Training & implementation guides Professional development resources Technological resources

19 Initial Planning Timeline Phase I- Leadership-Steering Committee: Spring, Summer, Fall, 2012 Phase II- Design/Training Process: 2012-2013 Phase III- Pilot School Implementation in 2013-2014 Phase IV- Full Implementation (All Schools): 2014-2015

22 Next Steps Complete building your local tool Pilot the tool in 2012-13 Advisory committee to adopt improvements as the State recommendations come forth & participating schools identify need areas IF you decide to use this as a formal tool, you must first: Local Board approval of the new tool Submit to State for approval Teacher awareness training
