3 S&I Framework Task Force Charge Is there a continued need for the S&I Framework (or an equivalent process) to advance standards and implementation specification development? 1.If yes, in what ways could the current S&I Framework be improved or enhanced to better address identified industry needs? 2.If no, what alternatives should be considered to address the identified industry needs? 3

4 Approach 1.Evaluate the what – Key “jobs to be done" that S&I was addressing relative to national needs and the mission and orientation of SDOs and make recommendations on key jobs that national facilitation might address (if any) 2.Evaluate the how – Assess S&I relative to agreed jobs, and make recommendations on going-forward mission and structure for ONC-organized engagement 4

5 Preliminary Findings: the “What” Key roles that help fill gaps relative to SDO missions: Support identified national priorities – Reduce optionality for existing standards – Coordinate across SDOs and supporting SDOs – Facilitate consolidated artifacts (e.g., consolidated implementation guides) Support production use by – Facilitate pilots and effective production implementation – Feed learnings back to SDOs (e.g., to further reduce optionality and clarify ambiguity) – Evaluate success of standards and implementation guidance in achieving national priorities Facilitate effective Federal participation in SDOs Recommend needs for infrastructure and non-traditional SDO artifacts. For example: Value sets Provider directory data sources (e.g., CMS NPPES modernization) Organizational identity assurance 5

6 Today’s Discussion Explore the “How” Starting with national priorities evaluate how the S&I framework should execute on its jobs 1.What are the criteria for qualifying an initiative as a priority? 2.How many national priorities are reasonable to execute against? 3.What does “priority” look like? Ranked list? 4.What should a “defined national priority” look like? How do we know an initiative is on or off scope? 5.Are real-world meaningful outcomes defined? Do we know what success looks like? 6
