1 PM2.5 Redesignation Request for the Metropolitan Washington,D.C. Region Joan Rohlfs Chief, Air Quality Planning Metropolitan Washington COG

2 Overview  Background: PM2.5 Annual Standard  Redesignation: Steps  Maintenance Plan Requirements  Transportation Conformity Requirements  New 24-hour PM Standard

3 Metropolitan Washington DC-MD-VA Region Fine Particle Nonattainment Area 15 µg/m3 Annual Standard= 15 µg/m3 District of Columbia Suburban Maryland (Montgomery, Prince George’s, Frederick, Charles Counties) Virginia (Fairfax, Arlington, Loudoun, Prince William Counties, City of Alexandria EPA designated the entire 8-hour ozone nonattainment area for PM, but excluded Calvert County.

4 Annual PM Planning Horizon Apr 2008 Apr 2010 Jul 1997 PM 2.5 Standard First Promulgated Nov 2004 Final Nonattainment Designations Issued SIP due to EPA Attainment Deadline April 2005 Final Nonattainment Designations Effective

5 Redesignation in 4 Easy Steps

6 STEP 1  Two Design Values with Clean Data: Air Quality data shows attainment of Annual PM2.5 standard for 2003-2005 and 2004- 2006

7 * 2004-06 data is draft Annual PM2.5 Standard: 15 ug/m3

8 STEP #2 #2 Prepare Redesignation Request and Maintenance Plan 2007

9 STEP #3  SUBMIT Redesignation Request and Maintenance Plan to EPA by APRIL 15, 2008  If late, region is subject to penalties for failure to submit 2008

10 STEP #4  EPA approves Redesignation Request Process may take up to 18 months after submittal Process may take up to 18 months after submittal earliest date: December 2008earliest date: December 2008 Latest date: 2010Latest date: 2010 2010

11 WHAT IS A MAINTENANCE PLAN?

12 Purpose of Maintenance Plan  To demonstrate that the region will maintain the annual PM2.5 standard for 10 years after redesignation

13 Components 1) Attainment Inventory 2) Maintenance Demonstration (inventory) 3) Monitoring Network 4) Verification of continued attainment 5) Contingency Plan

14 SIP Requirements Emission Inventories Emission Inventories Rate of Progress Rate of Progress Conformity/Mobile Budget Conformity/Mobile Budget RACM Analysis RACM Analysis Contingency Measures Contingency Measures Attainment Demonstration Attainment Demonstration Maintenance Plan NO No Photochemical Modeling required

15 PM 2.5 Conformity Must demonstrate PM 2.5 conformity for PM Direct and Precursor NOx. October 2007 Calculate emissions using MOBILE 6.2 Plan will establish mobile emissions budgets for direct PM and PM precursors determined to be significant contributors to PM pollution. Maintenance Plan will establish mobile budgets for interim year and last year of maintenance plan.

16 Emission Inventory Annual for PM Direct and all PM Precursors (NOx, SO2, Ammonia, VOCs). Maintenance Plan Components Rate of Progress Demonstrations Not required if attain within 5 years. Conformity/Mobile Budget Establish budget for PM and PM Precursors determined to contribute significantly. RACM Analysis Identifies Reasonably Available Control Measures for SIP Explains why other measures are not reasonably available Contingency Measures Measures to be implemented if region fails to attain by 2010 or does not demonstrate required progress New formula for reduction requirement [(2009-2002)/7] Attainment Demonstration and Weight of Evidence

17 Emission Inventory Annual for PM Direct and all PM Precursors (NOx, SO2, Ammonia, VOCs). Attainment Year: 2005 Interim Year (2010 or 2012?) 10 Year Horizon after Redesignation (2020) Maintenance Plan Components

18 Maintenance Plan Components Rate of Progress Demonstrations Must track progress of maintenance plan for an interim year (2010 or 2012) No established rate of reduction requirement

19 Maintenance Plan Components Conformity/Mobile Budget Establish budget for PM and PM Precursors determined to contribute significantly. Establishes budgets for interim and outyear

20 Maintenance PlanComponents RACM Analysis Not Required

21 Maintenance Plan Components Contingency Measures Measures to be implemented if region fails to attain by 2020 Region sets trigger for contingency measures

22 Maintenance Plan Components Maintenance Demonstration Attainment Inventory approach Photochemical Modeling for supporting evidence (2012, 2018) Control strategy reductions come from permanent, enforceable measures

23 Annual PM2.5 Maintenance Plan Schedule
