10.  The 2011-2012 budget is structurally balanced.  All funds total $153,912,182. This is an increase of 4.9% since the recommended budget.  This increase is attributed to an increase in the Capital Improvement Projects budget.  The 2011-2012 final budget is an increase of 2% from the FY 2010-11 final budget.  The 2011-12 general fund budget is a decrease of 13.9%.  The 2011-12 general fund budget includes $14 million of Measure J Bond proceeds that will be used toward the construction of the new Adult Detention Center and Sheriff’s Office Building.  The General Fund reserve remains unchanged at $2.1 million dollars, considerably less than the goal of $3.7 million or 10% of the operating budget as prescribed by best financial practices.
