To convert a Percent to a Fraction follow these steps: STEP 2: If the percent is not a whole number, then multiply both top and bottom by 10 for every number after the decimal point. STEP 3: Simplify (or reduce) the fraction A percent is a ratio that compares a number to 100. Therefore, you can write a percent as a fraction with a denominator Review

When the amount decreases the percent of change is a percent of decreases.

STEP 2: Divide that Difference by the old value (you will get a decimal number). STEP 3: Convert that to a percentage (by multiplying by 100 and adding a "%" sign)
