2 Presiding Officers The Constitution states each house will have a presiding officer (someone in charge). The Senate has leaders and the House of Representatives has leaders The TOP day to day leader in EACH house is chosen from the Majority party within that house. There are TWO popular parties – Republican & Democrat Majority Party = political party with most seats (Minority Party = political party with lesser seats)

3 Presiding Officers The Senate MAJORITY PARTY = REPUBLICAN Leader = The President of the Senate, The only position in Congress that is NOT an actual member of Congress, because the Constitution says it is always the Vice President of the US – (for this reason we have a separate “day to day” leader”) The Day to Day power in the Senate therefore belongs to the President Pro Tempore (day to day leader) The President Pro Tempore will belong to the Majority party-

4 Party officers of the Senate Which political party holds the majority = Republican President of the Senate (always the VP, not a member of Congress) = Joe Biden President Pro Tempore ( Day to day leader in the Senate ) = Orrin Hatch (R) Floor Leader = Spokesperson for their party(one person from each party) Whip = The runaround man for their party who communicates with other party members ( one per party) Majority Floor Leader =Mitch McConnell (R) Minority Floor Leader = Harry Reid (D) Majority Whip = John Cornyn (R) Minority Whip = Richard Durbin (D)

5 Presiding Officers The House of Representatives = The Speaker of the House. Must belong to the MAJORITY party Currently REPUBLICAN

6 Party Officers for House of Reps Which political party holds the majority = Republican Speaker of the House = John Boehner Majority Floor Leader (does most of speaking for their party) = Kevin McCarthy (R) Minority Floor Leader (does most of speaking for their party) = Nancy Pelosi (D) Majority Whip (runs around and communicates with the other party )= Steve Scalise (R) Minority Whip (runs around and communicates with the other party ) =Steny Hoyer(D)
