6 Application Procedures –Each Program has its own process which feeds the STIP –Each program has defined criteria –MPO’s select projects (STP & CMAQ) –Statewide Committees (Enhancement, HBRR, Bike Ped.)

7 SCOPING AND ESTIMATES –Critical element of the application –Well defined problem and solution –Require detailed cost estimates –R/W must be defined –Environmental issues identified – ODOT programs are requiring more efforts for scoping of the applications. –Metro is in the process of developing scoping guidelines

8 ACEC Role in the project application process –ODOT is using firms to assist in the application review process. –Seen an increase in the number of firms involved in the application process. –Many of the projects selected are later designed by ACEC members.

10 Conclusion: –The ODOT Local Program represents well over 200 projects in each STIP cycle. –About 20% to 25% of the total Dollar value of ODOT’s project development program are local projects. –Local Program continual improvement for project delivery: Local Agency Certification Membership on PDLT Local Program Oversight Committee (LPOC) Collaboration with other stake holders such as OPO, Bridge, Regions, ACEC, AOC/LOC Etc.
