2 Background INTRODUCTION Local Environmental Management in Urban Areas Skopje 2011 Kosovo is in the center of southeastern Europe and located in the central Balkans. The Nerodime River is found in the city of Ferizaj Bifurcation of Nerodime River is a very rare natural phenomenon of river flow branching out into two seas: South Branch waters flow ends in Black Sea North Branch waters flow Ends in Aegean Sea GeographicalPosition of Kosovo Geographical Position of Kosovo

3  This project take place in a populated and protected area of Nerodime River.  River is laid on a surface of 12.78 ha which is divided into two separate zones:  The narrow tight zone includes all cadastral parcels inside of the zone border and it also includes two inherited cultural objects, which are the old mills.  The protected zone outside the border. 4  The Municipality of Ferizaj submitted the proposal to the MESP exactly at the ISP  ISP has the responsibility to draft the SPK and prepare the drafting plans on the special content areas of interest by the state.  Another important activity for ISP is professional support to staff in the municipal level.  Action should to be taken as urgently as possible since the area is degraded day by day. 7 Direct stakeholders are:  Municipality of Ferizaj,  MESP ( ISP, WD,DSP, DEP, KEPA  MCYS  MTI (Department of Tourism). Involved are :  Citizens of Ferizaj  Government of Kosovo  MFE  University of Prishtina-UoP  Regional Environmental Center for Central and Eastern Europe-REC,  NGO-Environmental of Kosovo Local Environmental Management in Urban Areas Skopje 2011

9 Project Objectives Overall objective  To protect, maintain and develop touristic opportunities on the bifurcation of Nerodime River in a sustainable manner until 2013. Immediate objectives  Design a management plan for the flow of waters  Design an urban regulating plan and tourism  Protect and maintain the historic monument as well as the cultural aspects of this zone  Regulate and apply the green field requirements for the surrounding areas and regulate the infrastructure of this zone Local Environmental Management in Urban Areas Skopje 2011

10 Outputs and expected Outcomes Phase1: Drafting of development document “Conservation programme for the BN area” Phase 2: Attainment of finances for the Conservation programme of BN area Phase 3: Programme implementation of Conservation and development of BN area 1.Contribution to the local economy, development through the visitors, promotion and marketing of the recreational values of River bifurcation of Nerodime 2. 11 RISKS Risk 1 Phase1  Owners are not interesting  If this program isn‘t a priority of the financial stakeholders, of the Municipality of Ferziaj Risk 2  Outputs from the Phase 2 are dependant from Phase 1  Part of outputs from Phase 3 are dependant from the outputs of the Phase 1 and 2. 12 ASSUMPTIONS (external factors, which must act together with the project)  This project is not the priority of the national/local government  Lack of financing from the KCB and IPA  Non presence of environment inspection  If the law on water or nature allow modifications needed Local Environmental Management in Urban Areas - Skopje 2011

13 PROJECT MANAGEMENT and ORGANISATION Project manager is responisible for…  Accomplishing the project objectives, building the project requirements and managing the project budget Consultants are responsible for..  Administering each of the phase of the implementation so that the required activities occur at the scheduled time Local Environmental Management in Urban Areas Skopje 2011

14 MONITORING and EVALUATING Monitoring system will utilize a monitoring document which will be updated accordingly during the life time of the project Monitoring System will consist of the following reports and meetings:  Monthly reports  Quarterly reports  Project progress reports  Technical meetings every six months Local Environmental Management in Urban Areas Skopje 2011

15 Reflections on the programme Expectations – then  I was hoping to learn from the Sweden program the best way and practices to treat protective areas  To find the key elements that led to changes in my project for change  To learn environment and society in general Expectations – now  I have more connections to others in the organization and will need to know more points of contacts  I have found a planning program of activities which are important to prepare a planning program document  I know more about Environment Objectives  I know how to prepare the Projects for Change  I have created more contacts with many professional people Local Environmental Management in Urban Areas- Skopje 2011

16 Specific things I learned from my colleagues  Backgrounds from their countries  Meetings and discussions with colleagues were very constructive in terms of developing my project work Local Environmental Management in Urban Areas Skopje 2011

17 Specific things I learned from the period in Sweden Knowledge of the general preconditions for LEM in urban areas  Water and waste management administration  Sustainable environment  Technical supply systems  The eco-cycle solution in Hammarby Sjöstad - Hammarby Model  My coach Annika and her experience helped me tremendously to develop my project for change Local Environmental Management in Urban Areas - Skopje 2011

18 How I have shared my experience in Sweden with my colleagues at work This is a good opportunity for institutional and organizational improvements as a result of the training program  I gave a presentation to my team at the ISP.  I have written a detailed report in the training which was conducted in Sweden which will serve as a good resource to other team members and everyone in ISP. 19 Being a ‘change agent’ and using projects as tools for change What I have learned:  To directly contact sources to resolve different problems  risks associated with a project change could face a problem  using projects as tools for change is a vision for creating positive change through updated project management methodology What I need to know more about:  details about financing  how we can find donors  how we can find the most effective ways to develop and implement the project Local Environmental Management in Urban Areas - Skopje 2011

20 What I wish had been different The lectures and the study visits:  Everything in Sweden has met and exceeded my expectations The group work and project for change:  a way of enforcing the participants to interact more with one another Local Environmental Management in Urban Areas - Skopje 2011
