3 doc.: IEEE 15-05-0140-00-004a TG4a March 2005 Pat Kinney - Kinney Consulting LLC.Slide 3 TG4a Purpose To provide an international standard for an ultra low complexity, ultra low cost, ultra low power consumption alternate PHY for 802.15.4 (comparable to the goals for 802.15.4-2003). To satisfy an evolutionary set of industrial and consumer requirements for WPAN communications, the precision ranging capability will be accurate to one meter or better, and the communication range, robustness and mobility improved over 802.15.4- 2003. The project will address the requirements to support coexisting networks of sensors, controllers, logistic and peripheral devices in multiple compliant co-located systems.

Patents IEEE standards may include the known use of essential patents, and patent applications, provided the IEEE receives assurance from the patent holder or applicant with respect to patents essential for compliance with both mandatory and optional portions of the standard. This assurance shall be provided without coercion and prior to approval of the standard (or reaffirmation when a patent becomes known after initial approval of the standard). This assurance shall be a letter that is in the form of either a) A general disclaimer to the effect that the patentee will not enforce any of its present or future patent(s) whose use would be required to implement the proposed IEEE standard against any person or entity using the patent(s) to comply with the standard or b) A statement that a license will be made available without compensation or under reasonable rates, with reasonable terms and conditions that are demonstrably free of any unfair discrimination This assurance shall apply, at a minimum, from the date of the standard's approval to the date of the standard's withdrawal and is irrevocable during that period. The chair of the committee acts as a facilitator with little power to legislate. The chair must be knowledgeable about the subject but also know how a standard may be used by various segments of the industry. A chairperson should be a leader-diplomat-observer, in equal proportions. Also, the chairperson should not be a doer, perfectionist or obstructionist. This is consistent with the view of the chairperson as a skilled leader with strong negotiation skills who delegates.

The sole purpose of the proposal is to provide the task group with a baseline concept with which to start the effort of drafting a standard. The acceptance of a single proposal is not a mandate for the task group, the task group can use or discard any and all sections of the proposal towards the goal of a standard fulfilling the PAR. Drafting the Standard Once the baseline has been agreed upon the task group will proceed to draft the standard as per IEEE guidelines. The process for this effort is to work towards a consensus within the task group on each technical detail. Even though only 75% approval is required the task group will seek out a higher consensus where possible. Technical Editors The role of the technical editors is to gather the technical submissions from the task group and to format them into a draft standard complying with the IEEE standard guidelines. The technical editors will drive their respective editing teams to consensus as quickly as possible.
