2 PURPOSE i To serve as a forum for the exchange of ideas and methods relating to career and technical education in the areas of data collection, information management, accountability, and fiscal transaction

3 PURPOSE ii To promote discussion of, and policy recommendations for issues related to career and technical education information system

4 PURPOSE iii To promote the establishment of effective local, state, and federal career-technical education accountability system

5 PURPOSE iv To promote a national career-technical education communication information network

6 PURPOSE v To sponsor an annual conference to disseminate information pertaining to career-technical education

7 PURPOSE vi To stay informed, to stay involved, and to be part of our communications and educational network and to be encourage members to visit NACTEI website throughout the year www.nactei.org

8 FACING CTE CHALLENGES Over the last 20 years, certain educators and policy- makers have challenged the wisdom of high school vocational education, arguing that high school studies should be focused on basic academic skills that provide the foundation for subsequent education Eaton (1993) and Dougherty (1994) P.20

10 Perkins IV The Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV) supports career and technical education (CTE) in high schools and postsecondary institutions, such as community colleges (GAO July 29, 2009)

11 PERKINS IV PROGRAM OF STUDY The Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV) calls for states to offer career and technical programs of study, which may be adopted by local educational agencies and post secondary institutions as an option to students (and their parents as appropriate) when planning for and completing future coursework

23 Arne Duncan Urges CTE to Prove its Worth Upgrade its programs to prove they are "worthy investments" CTE offering has to be as rigorous as college prep Prepare students for all the same possibilities as college prep does. Main goal getting some kind of postsecondary credential or industry-recognized certificate.

27 IDEAS? WHY OUR CURRENT SYSTEM FAILS SO MANY YOUTH, AND WHAT CAN BE DONE TO FIX IT? “College for all” might be the mantra, but the hard reality is that fewer than one in three young people achieve the dream.

28 NACTEI SYSTEM IMPACT Are the new Perkins accountability provisions working? Are states implementing the requirement for developing and implementing programs of study that integrate academic and technical content? Are CTE teachers of high quality getting the professional development they need for integrating challenging academic and technical content? Is student enrollment in CTE programs changing, and do those programs integrate academic and technical content? Do the outcomes for CTE students – high school graduation, achievement levels, postsecondary enrollment, and employment and earnings – reflect a positive impact from CTE participation?
