11. Bumps in the Road…. UWM’s enrollment decline in the 1990s reduced the size of the faculty from ca. 800 to 700 PhD program development stopped for 17 years, from the late 1980s through 2003. Meanwhile Masters enrollment was stable and PhD enrollment grew.
