Establishes the Precept for the Board. Approves the Final Report Of The Board CNP’s responsibilities

Panels consists of anywhere from 4 to 12 members Panel Head Panel Members Assistant Recorder Make up of each panel Panel Head is an officer Depending on the size of the particular panel – Officer could be a LCDR or CDR Some panels have more than one officer

11 PROCESS PRECEPT Provides general guidance to the board regarding selection criteria Lists quotas for each rating Provides additional special guidance as required by the CNP Must be approved and signed by CNP We will cover more specifics on PRECEPTS later I left it hear because it is actually part of the process

13 PROCESS RECORD REVIEW / SCORING
Assistant Record randomly assigns records to Panel Members for review and scoring Each record is scored by two different Panel Members Scores are continuously compared for consistency by the assistant recorder Every record gets a minimum of two separate looks

MILPERSMAN para 6 EVALs PSR MSG correspondence from command Letters to the Board (PACKAGES) No 3rd party correspondence Should only be information missing from Official Service Record MILPERSMAN Enlisted Permanent Personnel Record Paragraph 6. is Documents for Selection Board Review. Documents in field codes 30 through 38. They look at the last five years worth of EVALS

15 PROCESS CRUNCH ZONE DELIBERATION
Once scoring is complete, candidates are ranked in order of score “Sailor to Sailor” comparison is now done by panels members Recommended Selects are determined and put forward for President approval and then tank confirmation This is how the final slate is developed. The final slate is what goes inside the tank.

16 PROCESS TANK CONFIRMATIONS
Final selections are voted and approved by Board membership in the Tank Enlisted boards confirm/not confirm panel recommendations Briefs are gender neutral and do not identify candidates being briefed At least two additional join the briefing panel ………….. And a majority vote is required.

17 PROCESS CALL-OUTS / APPROVAL Compile results for presentation to CNP
When a promotion board adjourns, the results of the board selections are included in a package called the Board ROP (Results of Proceedings). The ROP starts through an approval process with the final approval authority resting with the Chief of Naval Personnel. After the ROP has been reviewed by Commander, Naval Personnel Command, it is forwarded for the Chief of Naval Personnel’s approval. At this time, a call-out is scheduled. Next ……………………………..

18 PROCESS ANNOUNCEMENT The call-out is normally conducted by the Board President and Board Sponsor. It consists of briefing the Reserve Force Master Chief (for Reserve Boards), MCPON, Deputy Chief of Naval Personnel (DCNP) and Chief of Naval Personnel (CNP) on the board results and is usually conducted within two weeks following adjournment. Once CNP approves the board recommendations, CNP authorizes the immediate release of the NAVADMIN for the official announcement of the entire select list. CNP simultaneously authorizes the release of the results into the BUPERS On-Line System. Next

19 Board Precepts Board precepts provides CNP’s direction to the board members Input by MCPON and Reserve FORCM for the Reserve enlisted boards Precepts are available to the Navy the day following board convening date All discussions, deliberations and final decisions are based on precepts FY10 Active Duty Precept FY10 Reserve Precept (FTS & SELRES) How many of you actually take time to read the board precepts ??? #### You should ………………….they reaffirm what we tell you is important for your advancement. And they contain quotas for advancement
