1 Rapid Technology Application Program Mr. Maurice Swinton RTAP Program Manager maurice.swinton@dhs.gov maurice.swinton@dhs.gov Engaging the Private Sector: Homeland Security R&D Directions and Priorities August 23, 2005

2 August 23, 2005RTAP2 Overview - RTAP  Purpose:  Satisfy near-term technology needs of DHS customers & State and Local responders  Objective:  Deliver customers’ highest priority prototypes in 6-18 months after development contract award

3 August 23, 2005RTAP3 Overview - RTAP  Method:  Annually, help customers generate highest priority technical requirements for prototypes  HSARPA solicits the private sector and they develop the prototypes  Work with users to field test as desired  Funding:  $35M in FY05, and as appropriated each year thereafter

4 August 23, 2005RTAP4 User Commitment Crucial  Why start a near-term project without a commitment to field?  Users define requirements and priorities  Requirements generation panels formed of users nominated by their Under Secretary  Users work with S&T through field test phase  Production procurement and deployment is the responsibility of the users
