2 I NTRODUCTION AND C AREER G OAL My Name is Dilva Rocha. Ever since I was a young kid I always wanted to be an advocate and a tutor for young children. For this reason, I enrolled for an early childhood education course at our college. The class “quality care early intervention and law”’ is an important class in understanding how to take care of the young children and the legal aspects that protects the kids. This information is very useful in my career as a child advocate since it makes me understand the legal technicalities.

3 C HILD C ARE S TATE L ICENSING L AW : C ALIFORNIA Educational requirements of director of child care facility- University or College graduate Educational requirements for other staff employed in child care facility- High School Child to Adult Ratios for infants and children- 3:1 Training or Workshops needed for all staff/director- Attend Orientation Child care center licensing laws and regualtion

4 E ARLY I NTERVENTION : CALIFORNIA Essa (2007) defines early intervention as a process which involves teaching eligible children basic skills that typically develop in the early years of growth. The sate of California provides several techniques of early intervention such as assistive technology, audiology, occupational therapy etc. Parents have a major role in determining whether a child should be enrolled for early intervention. Parents should openly share any concerns about their young child with a doctor. Early Childhood education specialists are useful in taking children through early intervention.

5 I NDIVIDUAL F AMILY S ERVICE P LAN (IFSP) The Federal Law is that provides for IFSP is known as the Individuals with Disabilities Education Act. The IDEA act specifies the IFSP and defines the fundamental components of an IFSP. The IFSP provides guidelines for early assessment of a child’s eligibility for the special education act. Moreover, the IFSP assists in service cordination and development.
