10 10 Levels of EI After collection of existing NEI data is completed, decide which of two paths to take Path 1 – Develop a Level 4 EI, QAPP might not be required, check with EPA Project Officer Path 2 – Write a QAPP for a Level 1, 2, or 3 EI How do you know which path to take?

11 11 Levels of EI Do Level 4 report if tribe’s land area is very small AND you don’t have sources Write report summarizing what you found Which sources put out the most pollution? Which are closest to you? Which are upwind of you? What pollutants concern you the most? These data are NOT submitted to NEI by tribe— unless you want to claim a portion of those emissions to be assigned to reservation

12 12 Levels of EI Do QAPP for Level 1, 2, or 3 EI if Your tribe’s land area is larger AND/OR you have sources on tribal land List sources on tribal land you will estimate emissions for Use TEISS calculators to determine data you will need to collect to estimate emissions Summarize off-reservation data in a separate section of the report

13 13 QAPP Introduction – Scope of the Inventory Define Geographic area – include a map! Pollutants: Criteria and/or HAPs Source types – point, nonpoint, mobile Time period Annual – state which year Seasonal (e.g., Ozone season)

14 14 QAPP Introduction – Data Quality Objectives and Indicators Data Quality Objectives (DQOs) Establish to ensure accuracy, completeness, representativeness, and comparability of the EI Example, Completeness DQO: Point and Nonpoint NEI data obtained for area of concern Data Quality Indicators (DQIs) Use to measure progress towards each DQO Example, Completeness DQI: 100% of Title V sources in the NEI within the area of concern included in EI

16 16 What Else to Include in a QAPP Project Organization Section Organization chart Establish staff and resources requirements Inventory implementation timeline Data Source Types Sections For each source type (point, nonpoint, etc.), list the sources For each source, list the data you need to collect and the method used to estimate emissions You can get this from the TEISS calculators Have a separate section of the QAPP for on-reservation and off-reservation sources

19 19 Homework due in 5 days: 1. Make a list of Point Sources in the NEI data that you plan to include in your EI a. Look at the map in your TEISS project and list the facilities in the NEI that are on the reservation b. List any additional facilities in the NEI that are off the reservation that you plan to include in your EI c. Email your lists to the instructors 2. Draw out an organization chart
