Rationale and objectives (3 pages max) Achievable within the project, not through subsequent developments, Progress of the action will be measured against these objectives in later reviews and assessments.

Baseline and results (2 pages max) Describes the current situation (state of the art) in the relevant area(s) main barriers and bottlenecks new and unexploited opportunities competing approaches foreseeable risk factors the action’s technological baseline (where relevant) planned developments - focusing on innovative aspects. expected viability beyond the project phase + impact justify in the context of other related industrial, national or European developments. Accompanying measures how relates to projects/actions etc. or programme as a whole what co-operation will be required and how it will be achieved.

Contribution to Programme objectives (2 pages max) How will proposed action contribute to the objectives of the programme. This can be done by describing how the proposal meets the objectives and focus of the action line, which it addresses.

Project workplan (10 pages max inc forms) Concise description of work planned to achieve objectives Essential elements of the workplan: Introduction, explaining the structure of the workplan and the overall methodology Gantt chart - showing the timing of WP/tasks Pert diagram - graphical presentation of project components, showing their interdependencies Workpackages (detailed project description) Workpackage list ( form ) Deliverables list (form) One page description of each WP (form).

Workpackages WP follow logical phases of project's life cycle include management, self- assessment and awareness/dissemination activities Appropriate number of WP[complexity/value] a major sub-division of the proposed project verifiable end-point (deliverable or important milestone in the overall workplan). sufficiently detailed to justify the proposed effort and allow progress monitoring by the Commission

Community added value and contribution to relevant policies (2 pages max) Identify which issue(s) at European level proposal addresses Extent of contribution to solving them Contribution to general EU policy goals/evolution e.g. competitive and knowledge based economy, sustainable economic growth, more jobs, social cohesion. Why European rather than national level e.g. need to create a critical mass in human or financial terms, brings together complementary expertise from different organisations, i.e. the added value of the consortium. Standardisation and regulation

Contribution to economic development and social objectives (3 pages max) Describe plans for the dissemination and exploitation of the results beyond the participants e.g. exploitation prospects user groups to be addressed and how involved channels for dissemination of results (Strategic) impact competitiveness development of markets social objectives:quality of life of European citizens Compliance with ethical principles and requirements.

Description of consortium (2 pages max) Who the participants in the consortium What is their expertise, Role and function in the consortium How they complement each other Their plans and expectations regarding the use of project results
