4. THE FIRST 1990 First with comprehensive Education Reform Legislation: Kentucky Education Reform Act (KY House Bill 540, 1990) (Massachusetts next in 1993) 4

5. THE FIRST 1990 The Kentucky’s Education Reform Act creates the first, and to date only, statewide autonomous school governance structure for ALL 1,250 Kentucky public schools. This structure gives schools control over their staffing, budgeting, curriculum and instructional program a full year before the first “charter school” law is passed in Minnesota. 5

6. THE FIRST 2009 Kentucky passes a second comprehensive reform legislation with Senate Bill 1, legislation that pre-dates Race to the Top, but with the same core principles. 6
