4 THE FIRST 1990 First with comprehensive Education Reform Legislation: Kentucky Education Reform Act (KY House Bill 540, 1990) (Massachusetts next in 1993) 4

5 THE FIRST 1990 The Kentucky’s Education Reform Act creates the first, and to date only, statewide autonomous school governance structure for ALL 1,250 Kentucky public schools. This structure gives schools control over their staffing, budgeting, curriculum and instructional program a full year before the first “charter school” law is passed in Minnesota. 5

6 THE FIRST 2009 Kentucky passes a second comprehensive reform legislation with Senate Bill 1, legislation that pre-dates Race to the Top, but with the same core principles. 6

7 THE FIRST February 10, 2010 Kentucky becomes the first state in the country to adopt the new Common Core Standards in another historic collaboration between the Dept. of Ed, Higher Ed and our Standards Board 7 R e d a c t e d

8 KENTUCKY – THE ONLY 2010 NAEP RESULTS Kentucky is the ONLY state in the nation to report statistically significant increases in both 4th- and 8th-grade reading scores from 2007-2009. 8
