By withdrawing consent to any contract provisions concerning permissive subjects, the union withdraws any waivers in the contract.

If so, then the article containing those provisions cannot be changed by NSPS during the term of the contract, however, other parts of NSPS that do not conflict with the contract can take effect as of the date the NSPS regulations are prescribed.
