2 Context 2 Presentation addresses “capacity-related” topics in Schedules 1 – 5 of Form EIA-860 Environmental data captured in Schedule 6 of Form EIA-860 to be addressed separately Presentation excludes significant number of cosmetic changes, instruction clarifications, non-structural changes and other changes not requiring management deliberation

3 Structural Change: Effective Date of Certain Data Elements 3 Presenter name, Presentation location, Presentation date IMPORTANCE: HighDIFFICULTY: Low ISSUE: Instructions request data as at Dec. 31 st of previous year but changes to certain data are needed in real-time. RELEVANCE: (i) Planned and Actual Retirement Dates, (ii) Planned and Actual Uprates/Derates, (iii) others? RECOMMENDATION: Modify instructions to collect “latest available” data for applicable elements. NOTE: Even if respondents do not provide necessary data themselves, change to instructions clears path for EIA to contact them and request confirmation of changes identified in trade press.

4 Structural Change: Discontinue Sch. 5, “New Generator Interconnection Information” 4 Presenter name, Presentation location, Presentation date IMPORTANCE: HighDIFFICULTY: Low ISSUE: Schedule 5 data is rarely used, available (to some extent) through other sources, and is time-consuming to review RECOMMENDATION: Delete Schedule 5 NOTE: In light of current and anticipated budget, deleting this schedule would free up resources for new questions on environmental equipment and construction cost

5 Structural Change: Include Planned Units on 5-10 Year Horizon for NUC Only 5 Presenter name, Presentation location, Presentation date IMPORTANCE: MediumDIFFICULTY: Low ISSUE: Form technically includes planned units on 10 year horizons whereas, in reality, few plans schedule to open more than 5 years out can provide EIA with “reasonable expectation” of operating so are excluded RECOMMENDATION: Only include planned Nuclear, Coal and Hydro units with operating dates 5-10 years out

6 New Entity-Level Questions 6 Presenter name, Presentation location, Presentation date Parent Company / Holding Company –Meets a proven customer and analytical need –Would also create placeholder in data tables to store information if captured by independent research Ownership Type –Options would consist of (i) Cooperative, (ii) Federal, (iii) Investor Owned, (iv) IPP, (v) State, (vi) Municipal, (vii) Other –Meets a proven customer and analytical need –Used to be collected on Form EIA-860 and currently collected on Form EIA-861 –Consider capturing data through ownership data on Schedule 4

7 New Plant-Level Questions 7 Presenter name, Presentation location, Presentation date Out-of-Merit Order Dispatch / “Must Run” Status –Unclear whether data is known by respondents –Should data be collected at plant or generator level? Geographic Footprint of Plant in Square Feet –Should this be applied to renewables only or to all units? –Unclear whether data is known by respondents –Could be collected for entire plant and/or for generating units only Transmission Interconnection Details –Office of Energy Efficiency and Renewable Energy has requested that EIA collect data on the closest interconnection bus to a plant and the length of the interconnection from the generator

8 New Existing Generator-Level Questions 8 Presenter name, Presentation location, Presentation date Uprate (Derate) Amount, Type and Date –Needed to fill gap of uprates (derates) not reported in advance and thus not captured by Form EIA-860M; also helps identify actual uprates (derates) from other capacity changes –Type would consist of (i) Measurement Uncertainty, (ii) Stretch, (iii) Extended, (iv) Derate, or (v) Other –Needed by Nuclear Analysis Team for improved forecasting Manufacturer of Wind Turbine, PV, CSP, Geothermal –Could also be collected for non-renewable generators –Unclear how to handle arrays/wind farms with multiple manufacturers (group “generators” based on common type?)

9 Questions Recommended for Modification I 9 Presenter name, Presentation location, Presentation date Allow for Plant to be Enter up to 3 Grid Voltages at Point of Interconnection Instead of 1 Consolidate OS and OA Status Codes –New code would capture all “existing” units capable of operating in at least one month; the SB status code would apply to those units capable of operating in one month or less Collect Number of Microturbines Along with Number of Wind Turbines, Buoys and Inverters –Would apply to both operating and planned units

10 Questions Recommended for Modification II 10 Presenter name, Presentation location, Presentation date Replace Existing Question on RTO/ISO Territory with One on Balancing Authority Expand Available List of Technologies Available for Coal- Fired Units to include (i) Gasification, and (ii) Other –Current options are (i) Pulverized Coal, (ii) Fluidized Bed, (iii) Sub-Critical, (iv) Super-Critical, (v) Ultra Super-Critical, (vi) Carbon Capture

11 Questions Recommended for Deletion 11 Presenter name, Presentation location, Presentation date Operating and Planned Reactive Power Questions Most questions on Fuel-Switching and Co-Firing at Proposed Generators –Retain question on whether unit will be able to co-fire and fuel options for co- firing “Can this Generator Deliver Power to the Transmission Grid?” “Date of Sale, if Sold” Plant Coordinate Datum Stack/Flue Coordinates and Datum (Sch. 6)
