4 Sustainable Management of Transboundary Waters in Europe Concept of Sustainability In 1987 Brundtland Commission called for new ways to measure SD. In 1992 this idea echoed in Agenda 21. In 1996 the Bellagio Principles were formulated as guidelines for the choice, design and interpretation of indicators for sustainability. Considerations on Sustainability

Variations of the DPSIR-chain include PSR (e.g. OECD 1994), DSR (e.g. UNCSD 1996).
