Who is ATSDR?  Agency for Toxic Substances and Disease Registry (ATSDR)  Primary federal public health agency at hazardous waste sites  Purpose is to serve the public to prevent or reduce harmful exposures and diseases related to hazardous waste  Atlanta, Georgia 3

What is a Public Health Assessment (PHA)?  Presents environmental data from waste sites  Evaluates how people might contact waste  Assesses what harm the waste might cause to people  Provides health conclusions and recommendations  Releases document for public comment 4

What is a Public Comment Release?  The PHA is released to the public for review and comment  90-day public comment period  Ends December 20, 2010  Send comments to ATSDR ATSDRRecordsCenter@cdc.gov or Agency for Toxic Substances and Disease Registry Attn: ATSDR Records Center RE: LCP Chemicals Superfund Site 1600 Clifton Road, NE MS F-09 Atlanta, GA 30333 5

LCP Chemicals Superfund Site  Ross Road - Brunswick, Glynn Co.  Tidal marshlands – approx. 670 acres  Focus of PHA  dry-land soils  approx. 133 Acres (OU3)  Former manufacturing operations:  Petroleum refinery  Power plant  Paint and varnish manufacturing  Chlor-alkali processing 6

LCP Chemicals Site showing Marsh and Dry Land Area (2004) 7

LCP Chemicals Site – site boundary, creeks and Turtle River 8

Wastes Associated with LCP Chemicals Site Chemical Polychlorinated Biphenyls (PCBs) Mercury Polycyclic Aromatic Hydrocarbons (PAHs) (carcinogenic PAHs) Lead EPA’s 1994 Target Cleanup Level 25 ppm 20 ppm 50 ppm 500 ppm - Currently 400 ppm 9

ATSDR’s Evaluation  Focused on dry-land soils  Future site development  Residential  Commercial/industrial  Divided property into ½ acre grids  Current distribution of contamination in soil  Some off-site soils  Other pathways  Fish and shellfish  Marsh  Groundwater 10

Mercury Contaminant Map Mercury Contaminant Map with ½ Acre Grids 11

Health Evaluation  Used average concentration per grid  Estimated exposure doses for children, adults, and workers  Compared these doses to health guidelines  Compared these doses to human and animal studies  Described possible harmful health effects  Identified ½ grids that are a health concern  For residential use  For commercial or industrial use 12

Dark and medium blue grids concern for PCBs in soil 13

Dark blue grids concern for mercury in soil 14

Dark and medium blue grids concern for lead in soil 15

Dark blue grids concern for PAHs in soil 16

65 grids health concern for residential use 17

9 grids health concern for commercial or industrial use 18

Community Concerns  Section in PHA that covers community health concerns  Residents concerned about  Numerous health conditions Lungs, skin, muscles, nerves, heart, reproduction  Contaminated water  Air contamination  Seafood  Altamaha Canal 19

Conclusions  Certain dry-land areas have chemicals in soils -- PCBs -- Mercury -- Lead -- PAHs  About 30 acres health concern for residential use  65 half-acre grids  About 5 acres health concern for commercial or industrial use  9 half-acre grids 20

Conclusions  Some uncertainty exists in these conclusions.  PCB and mercury contamination remains in the marsh area near the site  Clinker waste found on Clairmont Lane 21

Recommendations  Do not develop the LCP Chemicals Site  for residential, commercial, or industrial use  unless steps are taken to prevent contact with PCBs, mercury, lead, and PAHs in soils. 22

Recommendations  Collect sediment and fish samples from  the Altamaha Canal  the on-site pond  Continue to monitor fish and shellfish from the Turtle River and the marsh near the LCP Chemicals Site  Investigate the clinker waste found in a back yard on Clairmont Lane 23

Question and Answer Session 24
