2 Objectives: Review purpose of Title I Navigate in ACIP the requirements of Title I schools Provide examples of Goals, Objectives, and Strategies

3 Title I, Part A Provides Supplemental Federal funds to ensure all students have fair, equal, and significant opportunities to obtain a high-quality education and reach at minimum proficiency on challenging state academic achievement standards and state academic assessments. Focused on improving the academic achievement of low-achieving students in schools with high concentrations of children from low-income families and is governed by statuary and regulatory requirements of Title I, Part A of ESEA.

4 Two Types of Title I Programs Targeted Assistance Supplemental education services to eligible students with the greatest need. A school with poverty percentage of 35% or more Schoolwide Comprehensive program designed to upgrade the entire educational program in order to improve achievement of the lowest-achieving students. A school with poverty percentage of 40% or more 4

7 Title I Requirements  All Title I schools must complete the following diagnostics in addition to the other required components of the ACIP:  Stakeholder Feedback Diagnostic  Strategies to Increase Parental Involvement Diagnostic (school’s Parent Involvement Plan)  Either the Title I Schoolwide or Title I Targeted Assistance Diagnostic  Coordination of Resources-Comprehensive Budget Diagnostic

Demonstrate a behavior that ensures that the school has a climate conducive to learning with a culture of high expectations by 9/12/2016 as measured by the increase in student achievement. 29 Asking the Right Questions Will the proposed use of funds: Drive results for students who are failing, or most at risk of failing, to meet State academic achievement standards? Increase educators’ long-term capacity to improve results for Title I students? Accelerate reform and advance SEA, LEA, or participating Title I school improvement objectives and reform goals? Foster continuous improvement and include approaches to measure and track implementation and results and create feedback loops to modify or discontinue strategies that evidence indicates are ineffective in improving achievement of Title I students? 29

35 Electronic Monitoring Documents The SDE is implementing an Electronic Format for Compliance Monitoring for the third year. ASSIST will be used during the 2015-2016 school year. Each District’s Superintendent must designate someone form the District to be over Compliance Monitoring.

36 Things to know about Compliance Monitoring: Entrance and Exit Conference for each district. If Entrance Conference is not held at the Central Office, please let me know before your scheduled monitoring date Sign-in sheets for all State Department of Education personnel SDE personnel may need directions to all the schools The internet access code will be needed from the district

37 Things to know about Compliance Monitoring: SDE personnel will need to know what time schools open and close SDE personnel may need to know the names and directions to local restaurants Entrance Conference will be a time to introduce SDE personnel and LEA personnel as well as answering many of the statements above. Normally the Entrance Conference does not last over 20 to 30 minutes.

38 Things to know about Compliance Monitoring: During the Compliance Monitoring visit some sections will finish much earlier than other sections. These sections may need to meet with District Personnel to explain citations or recommendations they may have to share. We have set aside four days for each Compliance Monitoring Review. However, it may not take us the entire four days to complete the review. Therefore, the Exit Conference will be TBA.

40 New Additions of Other Sections Special Education will be added to each visit, but will keep their deadlines they have had in the past. Special Education will use one day to complete their record review and meet with Special Education Coordinator and whomever the LEA wants in the meeting Special Education will not be at the Entrance Conference with the Compliance Monitoring Team Gifted will have a separate Exit Conference with the LEA and will be present at the Compliance Monitoring Entrance Conference

41 Other New Additions Instructional Services will include Library Media and Transcript Audits Library Media information will be gathered primarily through desk reviews Transcript Audits will be performed PRIOR to the Compliance Monitoring visit. During a Transcript Audit, 11 th and 12 th grade students’ transcript will be randomly pulled. 20 to 30 transcripts will be pulled from the junior and senior classes to check and see if each student is on track to graduate.

42 Other New Additions Policy and Budget has 3 questions pertaining to the LEA’s School Board and Board Members. This is located on page 3. This information will be checked after the Entrance Conference. Please have the proper documentation ready for review. Also, an addition to the Technology will include the Data Governance and Use Policy. The check list will be in the on-site manual but it will be a desk audit and checked at the Department.

43 School Nurses School Nurses will be located at the end of the Prevention and Support Section. School Nurses will be listed under Health Services in the paper on-site manual. School Nurses at each school must have their license on them just like they have their driver’s license. They also need to be CPR Certified.
