3 Prelude – Industry Exercise Overall Objectives  Test the overall framework of Network Gas Supply Emergency procedures  Test communications and understanding across industry.  Ensure continuity and alignment of process.  Testing transporters E3 procedures Gas Act 1995 Network Code E/3 for detailed incident management E/1 Network Gas Supply Emergency procedure E/2 Local Gas Supply Emergency procedure NEC Safety CaseTransporters Safety Case Gas Safety (Management Regulations 1996

4 Highlights.  The scenario was a progressive Gas Deficit Emergency with multiple events over the two days.  Day One. Stage 1 Declaration  Formation of the Network Emergency Management Team  Communication with participants and System Operators  Emergency Interruption Stage 2 and Stage 3  Declaration and Communication  Suspension of National Grid’s participation on the OCM as Residual Balancer  NTS and LDZ VLDMC Firm Load shedding  Day Two Highlights. Completion of remaining Stage 3 Actions  Firm Load shedding of loads >25000 tpa NGSE Stage 4 Isolation.  Distribution Networks Isolation Plans NGSE Stage 5 Restoration.  NTS Restoration of Firm and Interruptible loads  Distribution Networks Restoration Plans

5 Emergency Arrangements NGSE Stages Normal Operations  Markets in normal operation  NG role of residual balancer  Normal level of reporting  Gas Balance Alert STAGE 1STAGE 2  Suspend National Grids residual balancing role  Maximise beach  Maximise storage  Public appeal STAGE 3  Firm load shedding in size order Stage 5 - Restoration STAGE 4  Isolation  NTS and LDZ stock  Emergency Spec Gas  Emergency Interruption  Public appeal

6 Uniform Network Code Obligations Section Q – Emergencies  Section defined as fulfilling two purposes Requirements to be complied with by Users Consequences of a Gas Supply Emergency in respect of application of the Code  Requirements for users. User contacts  Fax and Telephone Contact available 24hr / day as the primary user contact in a Gas Supply Emergency  Must have appropriate authority and responsibility Site Contacts  Large Firm Supply Points (AQ >25,000 therms)  Interruptible Supply Points  Power and Authority to comply with directions  Contact details to be provided to xoserve for onward cascade to the relevant Transporters. User Emergency procedures  User should ensure alignment with section Q and emergency procedures  Relevant personnel are familiar with the Emergency Procedures

7 Summary of Section Q Emergency Contact requirements. Large Firm Interruptible >25000 therms >50000 therms Site Manned 24 Hours 24 hour Emergency Contact and Job Title1-5 1-4 Emergency Contact Telephone Number1-5 1-4 Fax 11 Site Not Manned 24 Hours 24 hour Emergency Contact and Job Title3-5 3-4 Emergency Contact Telephone Number3-5 3-4 Fax 11 In addition to User contact details the User is responsible for providing the following site emergency contacts. (TPD Q 2.3 and 2.4)

8 Prelude reporting.  Whether the correct procedures were adhered to during the each stage.  Whether the notification method was correct according to the procedures.  Whether the information provided in any correspondence was legible and easy to understand.  Whether there was any confusion over what actions were required.  Whether or not there were enough people to implement the procedures required.  If the equipment was suitable for the job – was there enough equipment.  Ascertain the time taken to calculate the information required.  Ascertain whether the speed of response from the parties involved was reasonable.  If the Systems (including spreadsheets etc) were suitable for purpose.
