1 Affordable Care Act: Implications for Our School System New Hanover County School Board Meeting November 5, 2013

2 ACA Requirements for School Systems Employer Mandate – School systems with 50 or more employees will be required to provide insurance to all full-time employees or pay a penalty Full-time defined by the ACA as 30 hours or more per week Employers must offer coverage to 95% of full-time employees or pay the penalty = $2000 X (number of full-time employees- 30)

3 Managing ACA Each employer is responsible for developing a plan to measure time worked in order to identify full-time equivalent employees 30 hours per week or 130 hours per month (with a look-back measurement) Need system to track and cap substitute hours – set maximum work units (SmartFind Express)

4 Managing ACA Currently 400 plus substitutes including Long -Term Subs Upgrade the SmartFind Express System in November Set maximum work units (129 hours/month) for all regular subs Track Long -Term Subs and keep employed All subs must be entered into the system for tracking purposes

5 Managing ACA Monitor hours for all part time employees such as tutors, custodians, bus drivers and child nutrition workers (Timekeeper) Communicate the impact of the Affordable Care Act to administrators, substitutes and teachers House Bill 232 effective date January 1, 2015
