1 The ESSnet project GEOSTAT 1A/B Vilni Verner Holst Bloch Coordinator of ESSnet project GEOSTAT 1A Statistics Norway Representing Census data in a European population grid ESSnet workshop in Cologne 27th and 28th of October 2011 Ola Erik Nordbeck Coordinator of ESSnet project GEOSTAT 1B Statistics Norway

2 Description of work The GEOSTAT action is about developing guidelines for datasets and methods to link census 2010/2011 geostatistics to a common harmonised grid. Building on the network and work made by partners in the European Forum for GeoStatistics (EFGS, www.efgs.ssb.no ), the main objective is to make guidelines for others to follow for making gridded population statistics. Actions will be taken to change the EFGS to a permanent forum within the ESS, to strengthen the capabilities for common work related to national and international geostatistics.

3 Overview of the presentation Project oriented 1. A brief explanation of objectives to be achieved. 2. What are main achievements/results which prove the benefit of the ESSnet approach (or show the contrary) 3. What are critical success/fail/hampering factors? 4. What should be the next developments to be launched in the coming years in the project's area ESSnet oriented 1. What could contribute to improvement of the functioning of ESSnets 2. Why is the ESSnet the proper organizational form to achieve the proposed objectives 3. How the ESSnet concept can be developed further

4 Project oriented 1. A brief explanation of objectives to be achieved. 1) to collect user needs and make specifications for use in other work packages 2) to make guidelines for others to follow for making geostatistics/gridded population statistics. - to describe and test disaggregation algorithms and aggregation methods - to find good solutions towards harmonised grid data - to visualise harmonised European population grid data and demonstrate usage of grid data in spatial analysis 3) to make guidelines for an infrastructure - Geostat web portal, to assist Eurostat in putting in place a web portal for an ESSgrid demographic dataset - metadata described with SDMX for statistical data and geographical data according to ISO standards. - Web Statistical Services with a geographical representation - Business model for a seamless distribution of data 4) to make case studies 5) to spread knowledge and results gained in the project to the ESS through web, conferences, WP in Eurostat.

5 Project oriented 2. What are main achievements/results which prove the benefit of the ESSnet approach (or show the contrary) Consensus building Coordinated task sharing Funding Raise awareness Might be time consuming to work with a lot of partners Differences in culture and languages Lack of sparring partners
6
6 Project oriented 3. What are critical success/fail/hampering factors? Good cooperation between partners, coordination Clearly defined tasks and roles Openness about problems and development issues Other tasks given higher priority Mismatch in timing of tasks between partners “Bureaucracy” Lack of administrative experience
7
7 Project oriented 4. What should be the next developments to be launched in the coming years in the project's area Follow ups/realisation of guidelines made in existing project Develop support system for better coverage of existing statistics on geographical grids Extend work to cover other geostatistical topics Make good examples to follow
8
8 ESSnet oriented 1. What could contribute to improvement of the functioning of ESSnets Common web portal for dissemination of results (done, but need more information and support on how to use this ESSnet portal) Simplified procedures in the application process (partially done, but may be improved, see next ballpoint) Common web portal for submitting application details Set up forums for long term development of professional knowledge exchange (action to be made in ESSnet Geostat project together with Eurostat)
9
9 ESSnet oriented 2. Why is the ESSnet the proper organizational form to achieve the proposed objectives In areas where all or many of the NSIs meet the same challenges, an ESSnet project serves as a good platform for cooperation and development of guidelines.
10
10 ESSnet oriented 3. How the ESSnet concept can be developed further Common international projects creates cross border professional relationships, that should be safeguarded for ease of future common projects. Set up goals for establishing permanent fora within the ESS. Establish links with other regional fora, both at a European and a Global level. (To avoid double work in reporting from national levels)
