1 Education for Citizenship: A National Picture of Pupil Participation in Action Professor Pamela Munn

2 2 Professor Pamela Munn, University of Edinburgh [The] principle that we live by entering into relations with one another, provides the basic structure within which all human experience and activity falls, whether individual or social. For this reason the first priority in education... is learning to live in personal relation to other people. Let us call it learning to live in community. I call this the first priority because failure in this is a fundamental failure that cannot be compensated for by success in other fields; because our ability to enter into fully personal relations with others is the measure of our humanity. For inhumanity is precisely the perversion of human relations. McMurray 1958, quoted in M. Fielding (1996: 162)
