© M S GIS & Mapping Implementing GIS © M S GIS & Mapping Training and Information A Successful Project A Case Study - The Geo Pres Project To Finish a Project and Proceed with the Maintenance Phase

© M S GIS & Mapping Training and Information The importance of information from the very beginning Information vs. Training Different types of Training/Education Different types and ways of information Target group analysis The end user in focus Information as a component in relevant plans

© M S GIS & Mapping Information vs. Training Information - sharing knowledge - affecting attitudes - giving messages - preparing decisions Training - creating knowledge - increasing capability - increasing skill - mixing theory and practice

© M S GIS & Mapping Different Types of Information Types of information Presentations Basic information to read Basic information for principles discussions Presentation material Information for wide circulation Target group analysis -Who is the reciever? -For what purpose are you informing? -How to design the information -Informing to what extent?

© M S GIS & Mapping A Successful Project Implementation a project – Key words The importance of an IT- / GIS-strategy The link between users and development process Establishing the project organisation Acceptance processes

© M S GIS & Mapping Key Words To carry out a development and implementation of a GIS is to undertake the responsibility to provide requested functionality on right time at an agreed cost

© M S GIS & Mapping IT- / GIS-strategy Information management principles The GIS organisation and its mandates Standards to be followed (data, HW, SW) Integration with other IT functionality Application development and implementation principles Data support

© M S GIS & Mapping The Importance of the GIS strategy Data ApplicationsHardware Software OperativeManuals system GIS-strategy TrainingAttitudes Ethics Information flowsOrganisation

© M S GIS & Mapping The Link Between Users and Development User participation User influence Activity description – activity analysis modelling Test – verification Continuity in the organisation

© M S GIS & Mapping The Project Organisation Project manager Clear mandate and authority Full support from the Top Management Enough time for the project Reputation and/or position within the organisation Written role, task and authority Good social and human qualifications

© M S GIS & Mapping The Project Organisation (cont´d.) Steering group Represent the business and not themselves Represent their area of responsibility and not themselves Reputation and/or position within the organisation Role, task and authority, written and signed Loyal to taken decisions Responsible for informing their part of the business

© M S GIS & Mapping Acceptance Processes Changing the competence and manning of the project Representation from the organisation Knowledge support Management principles Access to geo data

© M S GIS & Mapping A Case Study – The GeoPres Project The GeoPres project - A good example Important components in the implementation process Purchasing service The different steps in an implementation process

© M S GIS & Mapping GeoPres The Enterprise wide GIS for the Swedish Armed Forces The Project Group User participation throughout the project Requirements specification Education from the very beginning

© M S GIS & Mapping GeoPres (cont´d.) The Project Team Representatives from all branches and systems End user in focus Technical GIS-expertise from the Armed Forces The revision of the project team after the SW purchase

© M S GIS & Mapping GeoPres (cont´d.) Project team before SW purchase Repr System A Project Manager Repr NavyRepr ArmyRepr Air Force Repr System A Reference GroupProject Secretary

© M S GIS & Mapping GeoPres (cont´d.) Project team after SW purchase Project Manager DevelopmentEducationInformationGeo data Reference GroupProject Secretary Licenses & Support

© M S GIS & Mapping Important Education Components Technical issues Computers Network Applications Data Storage Human issues Management Organization Competence Information Instructions Attitudes Ethics Education from the very beginning Education of teachers in being started before the ”product” was ready The teachers in being are excellent informers !!!

© M S GIS & Mapping Purchasing Activities Using internal skills vs. Buying external expertise Internal skills Are costly as well! Who will carry out the normal duty Is the knowledge good enough External expertise The assignment must be distinct Purchase of service Costs The knowledge is only borrowed

© M S GIS & Mapping Planning phase Analysing the task Check with strategies and policies Initiate the project Manning the project Prepare for an introduction Complying with standards Different steps in the project Development phase Preparing for the systems implementation Preparing for manning of the operational system Training and education Prepare for maintenance and administration Management operators

© M S GIS & Mapping Different steps in the project (cont´d.) Purchase Using external expertise Laws and regulations Quotations evaluation Evaluation manuals Maintenance and administration GIO, GIS network IT department Geo data management

© M S GIS & Mapping To Finish a Project and Proceed with the Maintenance Phase Accrediting, authorisation and verification Success factors and pitfalls The importance of accurate geo data GIS maintenance and administration

© M S GIS & Mapping Accrediting, Authorisation, Verification Accrediting is a Go-clearance for use when The application / system corresponds to the activity descriptions and the requirements specification. The application / system complies with decided standards and strategies The application / system is well documented Manuals Security verification

© M S GIS & Mapping Accrediting, Authorisation, Verification Authorisation is a Go-clearance for use with approved deviation from decided rules and standards Reasons for authorisation Possible to trace Patterns for new applications / systems Why, How, When, By whom, For which purpose, Recorded Verification is an approval for use of an application / system concerning Authority and responsibility for the application/system O/S, networks, databases Working together with other applications

© M S GIS & Mapping Success Factors and Pitfalls Key factors Leadership Farsighted Carefulness Think twice! Learn from others

© M S GIS & Mapping Success Factors and Pitfalls (cont´d.) Success factors to utilise A suitable project organisation Full support from the Top Management Continuity in manning of the project Thoroughly worked plans End user in focus Enough time

© M S GIS & Mapping Success Factors and Pitfalls Poor leadership Insufficient support from the Top Management The Project Manager becomes insecure in his role The whole project can be put in doubt More difficult to solve conflicts Lack of long-term seeing Continuity in manning of the project Risk for restart of the project, loss of time Loss of competence

© M S GIS & Mapping The Importance of Geo Data Decisive factor for success. A perfect application or system without accurate geo data is doomed to fail. Building accurate geo data is a time consuming process. Accurate geo data is also needed for prototyping and testing. Make necessary agreements with geo data producers. Geo data eats external memory. Consider separate geo data server! Geo data is a common asset to everybody.

© M S GIS & Mapping ’Shared data’ – the first step - the most important corporate data bases for a city Backdrop maps Estate data Citizens data Addresses ID

© M S GIS & Mapping GIS Maintenance & Administration System/Information owner System/Information administrator Finish a project – when and why? Continued geo data support Continues information, education and training Make the geo data known, searchable and accessible - metadata
