2 Natural Rights  Rights you are born with that governments cannot take away

3 Legislature  Group that makes laws

4 Common Law  Rulings made by judges  Based on how the community usually makes decisions

5 Compact  An agreement

6 Constitution  a written plan for government

7 Electoral College  Group of citizens whose vote actually elects the president

8 Checks and Balances  Powers that each branch of government has to limit the powers of the other two branches

9 Federalism (Federal System)  Where there is one federal government and each state has their own governments

10 Popular Sovereignty  Where the people have the power in a government  Ex) In the US the people elect their leaders

11 Expressed (Enumerated or Delegated) Powers  Powers of Congress that are listed (written) in the Constitution

12 Reserved Powers  State powers

13 Concurrent Powers  Powers that both the Federal and State Governments have (ex – collect taxes, make laws)

14 Separation of Powers  Where power is divided between the three branches of government

15 Amendment  A change to the Constitution
