3 National Report Put together through a consultative process that included government agencies, civil society and the public  Para 51: treatment for HIV is covered under the Universal Healthcare Coverage Scheme monthly allowances of 500 Baht is provided for people living with HIV, efforts are being made to address stigma and discrimination, especially to ensure people living with HIV have access to services  Para 66 and Para 74: Notes services provided by the state on victims of violence such as One Stop Service Centers and hotlines to police services including private and public shelters, Women friendly rooms in police stations, efforts made by government such as OSSCs in hospital to address the issue  Para 100 rights of migrants: government provides health services to all workers regardless of their legal service  On the section on Challenges, the report highlights that weak enforcement laws remains a major concern and goes on to note under the sections on National Priorities and Commitments, accelerating reform of the justice system.

4 Stakeholder Submission Summarized contribution received from 27 stakeholder reports, including among others, submissions by the Thai Drug User Networks, Foundation for AIDS rights, Human Rights Watch, Thai Network of People Living with HIV, Thai Foundation for AIDS Rights, AIDsNet Foundation, Raks Thai Foundation, Rainbow Sky Association Thailand, Thai Transgender Alliance and, Swing  People living with HIV faced high discrimination, and are refused employment (even government employers) and children were stigmatized at schools. It called on the government to apply a human rights approach to addressing HIV issues.  Highlighted government campaigns to extend the drug penalty to drug offences and noted some 68 women were on the death row for drug related offences. These campaigns increased the risk of stigma and violence against drug offender’s face subjected drugs offenders to compulsory treatment at centers run by the military. called on the government to abolish the death penalty and review effectiveness and possible human rights violation of forced detention and rehabilitation  Stakeholders had also brought attention to issues and challenges faced by sex workers and “alleged that misrepresentation in media encouraged sector of society to feel they can act against sex workers with impunity.”  Under the section on right to privacy, the report notes that stakeholders were concerned that there were no registration recognizing sex change and same-sex marriages that discriminated against homosexual couples in regard to inheritance, immigration, child custody, social security benefits, health and pension

5 UN Reports  On HIV, UNAIDS had noted the high levels of stigma and discrimination faced by vulnerable groups including injecting drug users sex workers, men who have sex with me and transgender people, and this inhibited abilities to reach these populations with prevention efforts  The UN Country Team also highlighted the issue of compulsory drug treatment, for more than 30,000 people in Thailand and recommended that drug treatment and rehabilitation be undertaken in the community as a first option

6 Report of the working group  Adopt all necessary measures to eradicate and eliminate practices and customs which discriminate against women, including stereotypes which undermine their social and legal conditions and hinder, at the same time, the implementation of commitments to the CEDAW - Uruguay  Take measures towards modifying those social, cultural and traditional attitudes that are permissive of violence against women - Slovenia  Take steps towards modifying those social, cultural and traditional attitudes that were permissive of violence against women - Republic of Moldova asked to  Pursue efforts to ensure gender equality and combat violence against women and children- Egypt  Continue to promote and protect the rights of women and children – Bangladesh  Continue intensifying the efforts to prevent, punish and eradicate all forms of violence against women - Argentina  Pursue measures aiming at protecting women and addressing the issue of violence against them - Algeria Specifically with regard to key populations Finland called on the government to increase its efforts to address the human rights challenges faced by all sex workers. Applicable to drug users, a number of countries called on to abolish the death penalty including, Hungary, Turkey, France, Slovakia, Spain, Switzerland, Slovenia, Brazil, Argentina, and Nicaragua,
